Requirements

Education

  • B.Sc in Civil Engineering with at least 4 years’ experience in Shelter/NFIs activities in the Rohingya camps, in special case Diploma in civil engineering with 6 years’ experience in Rohingya Camp SCCCM sector.

Experience

  • At least 6 years

Additional Requirements

  • Prior knowledge of Bangladeshi/Cox’s bazar humanitarian contexts especially in Shelter/NFI, Site improvement and DRR activities in camps is required.

  • Ability to work on word, Excel, and PowerPoint.

  • Experience to work on AutoCAD.

  • Keep strong coordination with other implementing agencies and local governmental authorities at field level.

  • Knowledge on different standards (Sphere, Core Humanitarian Standards, etc.).

  • Good communication and leadership skills.

  • Knowledge and experience of design, planning and supervision of construction and humanitarian projects.

  • Good English skills (written and spoken).

  • Fluency on Cox’s Bazar/Rohingya Local dialect is an asset.

  • Ability to establish collaborative relationships with Team, staff, beneficiaries and other stakeholders.

  • Strong attitude to take initiative, work autonomously and achieve results effectively; Flexibility and Stress-management.

Responsibilities & Context

Starting date: Mid-October 2024

Reports to: Project Officer

Coordinates with: Shelter teams

Direct line manager of: Site Engineers, Field Facilitators, Community Mobilizers/ Volunteers / Daily Workers.

Responsibilities:

Project implementation:

  • Conduct regular visits to the camp area to implement the activities followed by specific guidance for ensuring the quality and quantity of activities being carried out.

  • Lead and guide the field team of the specific camp staffs i.e. Site Engineer, Field Facilitators

  • Lead shelter and settlement related joint and single activity need assessment in the camps. Apart from this, provide support Sector, AoR’S, other stakeholders and CIC arranged joint assessment.

  • Guide and provide on-site capacity building trainings to the site engineers and Field Facilitators and other stakeholders

  • Identify the Shelter project needs and lesson learned and future interventions and activity management

  • Prepare drawing, design and cost estimates as per project needs. Maintain a clear quality control monitoring system of Shelter and Site Improvement Activities in camps

  • Guide field team to perform the Project activities in community Led approach (as & when needed) ensuring quality, quantity & procedure

  • Contribution and implementation of any activity as pilot project or newly approved activity by SCCCM sector.

  • Perform day to day task allocated by Project Officer for implementation of Shelter, Site development, NFI and Community Mobilization activities.

  • Develop and maintain detailed project plans, budgets, and schedules, ensuring that project activities are completed within the allocated resources and time

  • Support focal for preparation of daily master roll, master roll attendance checking and support finance team for daily, weekly, monthly payment

  • Provide technical support to the laborers, masons and contractors to implement Shelter/NFI and site improvement works as per specifications and standards.

  • Maintain effective liaison/coordination related to Camp SMS agency filed team for maintain working harmony and not to duplicate work

  • Provide technical support to Field Facilitator/Volunteer for implementation of project activities as per standards, organize distribution plans and training sessions

  • Implementation support to emergency response of the any assigned camp

  • Conduct regular shelter support assessment, technical support during constructions, distribution support and capacity building support to the community people.

  • Represent organization as and when needed for various meetings, seminars, workshops arranged by various NGOs and Government (ad-hoc)

  • Prepare monthly plans and review periodically with the line manager.

  • Consider disaster resilient features, gender sensitivity, inclusive approach as a cross cutting issues during programme planning and implementation.

Information management and reporting:

  • Prepare Reports, documentation, case studies based on project demand in consultation with Line Manager i.e, Daily, Weekly, Monthly etc

  • Lead data collection, data analysis, record keeping and update the project database to measure the progress of planned activities.

  • Prepare activity wise documentation (photographs, Case Studies, meeting minutes, SOP etc).

Capacity Strengthening:

  • Manage and build technical capacities of the site engineers, field facilitators, volunteers to build or repair the identified locations

  • Assist in organizing and implementing technical training on Shelter/NFI and site improvement issues.

  • Facilitate field level technical training and orientation sessions to the beneficiaries, committees, contractors, masons, carpenters, etc.

  • Participate in different trainings, meetings nominated by the line manager.

  • Assessing the supervisee strengths, weakness, Gaps and develop improvement plan.

Safety and Security:

  • Assess and consult other camp authority, Site Management and partners to ensure security situation of planned locations is calms; Ensure risk assessment and share security information with line manager.

  • Provide timely incident report to the line manager as needed.

  • Ensure safety and security own and the project materials at field level.

General:

  • Deliver high quality results in line with the terms of reference agreed in advance – to do this in a way which maintains the reputation of the Humanitarian Department.
