JOB CONTEXT

  • Chemonics International, Inc., a U.S.-based international development consulting firm, is seeking qualified candidates for multiple positions for the five-year USAID Feed the Future Bangladesh Horticulture, Fruits, and Non-Food Crops Activity. The activity supports the Government of Bangladesh (GOB) food security objective by increasing the private sector’s capacity to increase productivity and production of quality horticulture, fruits, and non-food crops that meet international standards. The activity will also strengthen the value chain, linking Bangladeshi smallholder commercial farmers, and other value chain actors towards increasing the efficiency of the market system to meet domestic and international market demands. The result will be a more competent private sector and efficient market systems that will increase farmers’ income and improve the food security of Bangladesh.
  • The Operations and HR Manager will provide oversight of IT, procurement, administrative, and personnel management in the field office (FO) under the leadership of the COP and in collaboration with the Finance Manager. S/he is responsible for day-to-day project operational management in collaboration with the Chief of Party (COP) and Deputy Chief of Party (DCOP) for inputs and updates. The Operations and HR Manager provides continuous training, support, and mentoring to Activity staff in USAID and Chemonics’ best practices, standards, and requirements for all aspects of field office operations and procurement. He/She will provide support to the Chief of Party in establishing performance management and employee relations programs that build staff morale and contribute to staff unity. The Operations and HR Manager will also serve as an ambassador of Chemonics’ Standards of Business Conduct. The Operations and HR Manager will assist in creating tools and systems to ensure thoughtful planning, implementations, tracking, reporting, and quality control of technical activities.

JOB DESCRIPTIONS:

  • Supervise Administrative Officer and IT Officer. Set clear performance expectations and conduct regular performance evaluations for administrative and IT staff.
  • Serve as a key operational liaison with the Chemonics home office and ensure timely and efficient decision-making process and flow of information under the direction of the COP and in collaboration with the Finance Manager.
  • Liaise with USAID, implementing partners, local organizations, etc. as requested by the COP and DCOP.
  • Participate in key program planning and management activities and assist the COP in the implementation of the annual work plans; provide guidance to the technical team on financial activity planning and management with an emphasis on effective execution and implementation.
  • Develop and maintain key management systems in collaboration with the COP, the PMU, and home office support departments. Monitor the introduction of those systems and adjust as needed.
  • Supervise all Activity procurements and the inventory/maintenance of all equipment, materials, and supplies necessary to the execution of activities.
  • Oversee IT-related support to the project staff and ensure the network system’s security, and compliance with Chemonics IT-related policy and procedures regarding data sharing, confidentiality, and use of licensed software.
  • Coordinate with the COP to regularly review systems, procedures, and filing protocols.
  • Ensure Chemonics’ compliance with Bangladeshi and USAID regulations, policies, labor laws and practices, updating and advising the COP, DCOP, and PMU on personnel issues in light of Chemonics’ practices.
  • Ensure that project procurement systems and USAID approvals, waivers, and other regulatory compliance processes are in place.
  • Ensure the maintenance of efficient e- and hard-copy files, and of technical tracking mechanisms.
