JOB CONTEXT

  • Chemonics International, Inc., a U.S.-based international development consulting firm, is seeking qualified candidates for MEL Director position for USAID Feed the Future Bangladesh Horticulture, Fruits, and Non-Food Crops Activity. The activity supports the Government of Bangladesh (GOB) food security objective by increasing the private sector’s capacity to increase productivity and production of quality horticulture, fruits, and non-food crops that meet international standards. The activity will also strengthen the value chain, linking Bangladeshi smallholder commercial farmers, and other value chain actors towards increasing the efficiency of the market system to meet domestic and international market demands. The result will be a more competent private sector and efficient market systems that will increase farmers’ income and improve the food security of Bangladesh.
  • The Innovation Investment Fund Manager will oversee the fund and work closely with the technical, MEL (Monitoring, Evaluation, and Learning), and program teams in Dhaka and regional areas. This role ensures ethical standards, using a trust-but-verify approach with partnership managers, assistants, and the MEL team to maintain checks and balances. The fund is designed to address market constraints by co-designing, piloting, and scaling innovative, inclusive business models and technology solutions. It utilizes grants, subcontracts, and public-private partnerships to leverage private sector resources, with a focus on incentivizing awardees to innovate and invest, ensuring a 1:1 match in capital or in-kind resources. Additionally, the fund will support technical assistance from agriculture, digital/ICT, and other service firms or NGOs.

JOB DESCRIPTIONS:

  • Manage Grant Fund program, monitor processes, and oversee In-Kind Grant procurement for the Project.
  • Draft and issue RFAs and APSs, clarify grant terms for staff and grantees.
  • Advise grantees on applications, financial management, and reporting.
  • Coordinate the evaluation process, tabulate scores, and manage the grantee selection process.
  • Conduct pre-award assessments, mandatory training, and ensure grantee compliance with reporting.
  • Process financial disbursements, maintain accurate records, and conduct site visits.
  • Communicate grant transactions to HQ, share grant outcomes, and ensure documentation completeness.
  • Analyze budget trends, recommend cost-saving measures, and assess grant-related risks.
  • Maintain a compliant and effective grants management system and coordinating closely with project staff in the Dhaka main office and regional offices.
  • Safeguard good practices and high ethical standards for fund interventions by engaging and educating project staff and stakeholders.
  • Ensure that gender and inclusiveness considerations are actively discussed and incorporated into intervention requirements.
  • Work closely with the MEL team to capture performance metrics.
  • Other responsibilities as may be required by the COP and DCOP.
