Additional Requirements

  • Minimum of 5-6 years of working experience in Monitoring, Evaluation, and Learning especially in the market system development programs.
  • Experience in working with USAID-funded market systems or food security programs, MEL procedures, and reporting system is preferable.
  • In- An established track record of achieving results within difficult working environments is required.
  • Excellent interpersonal and problem-solving skills
  • Ability to work effectively in a team and/or independently under stress/pressure
  • Strong experience in market system program monitoring and evaluation, most specifically the demonstrated ability to select effective interventions and ensure quality implementation to inform program improvements.
  • Experience in managing quantitative and qualitative research, and effective data collection related to baseline and performance surveys.
  • Have strong track records in producing quality reports, learning and best practices documents, systemic change stories, and other MEL documents.
  • Demonstrated experience in statistical analysis, including experience with computer-based statistical packages (STATA, SPSS, R, etc.), in addition to standard Microsoft packages (Access, Excel, Word, PowerPoint).
  • Excellent interpersonal and communication skills both verbal and written, and strong negotiation, diplomacy, and teamwork skills.
  • Fluency in English and Bangla is required.

The position Monitoring, Evaluation, and Learning (MEL) Coordinator will be responsible for the implementation of the MEL activities in consultation with the MEL team. The key to this position will effectively implement process M&E activities for the management of the M&E functions that include data collection, analysis, reporting, and knowledge management to learn and promote accountability in project management. Critical to this position is ensuring the effective implementation of the MEL system by key stakeholders including the implementing partners. The MEL coordinator will also assist in providing technical support in data collection, data analysis, and reporting of quarterly and annual progress reports. S/he will actively be involved in operationalizing the knowledge management system by collecting and documenting program learning, best practices, success stories, and case studies. S/he will also participate in organizing review and reflection feedback sessions with all project stakeholders and contribute to summarizing and presenting the project progress in a better way and sharing it with the program and other stakeholders. MEL Coordinator will work closely with the MIS Specialist, regional program team, and private partners under the supervision and guidance of the MEL Team Lead.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Coordinate MEL system implementation at the regional level so that program activities and outcomes are in place, effectively implemented, and well synchronized between program locations and components.

  • Provide support in establishing MEL systems and data collection efforts in collaboration with key stakeholders to ensure a process of evidence-based learning that improves understanding while strengthening local capacity, institutional development, and sustainability of livestock value chain activities.

  • Assist in the implementing of the project MEL Plan and collection and reporting of data as required, including ensuring that the system is reporting on required disaggregated data and gender-sensitive indicators.

  • Identify critical control points and preventive measures; suggest ways in which existing procedures may be streamlined or revised to enhance the quality and consistency of the LAN MEL System.

  • Provide required support in maintaining and improving program and service quality by examining compliance with operating procedures, monitoring the implementation of programs and services, and proposing solutions.

  • Assist in preparing sampling framework, and questionnaire preparation, and provide technical assistance to researchers/research firms to facilitate efficient and effective implementation of annual surveys, research assignments, and other studies.

  • Assist in developing data quality standards and implementing standard operating procedures to mitigate risk. Regularly review the internal Routine Data Quality Assessments (RDQA) to assess the validity, reliability, integrity, and timeliness of reported data and, where necessary, to adjust as per the data audit findings.

  • Play assisting and coordination role to functionalize effectively the CLA plan in collaboration with the regional team, actively sharing information and learning to enable the team to ensure effective learning culture across the organization. Assist in capturing and documentation of field-level learning and best practices for enhancing the LAN adaptive management in collaboration with market actors and other stakeholders.

  • Assist in preparing quality documentation and reports by analyzing and summarizing information and trends, and ensure that all donor-required, and HQ-requested, reports are completed and submitted on time, and in a technically accurate and error-free format, including quarterly reports, annual reports, and any other special reports requested by HQ or USAID.

  • Support program and partner staff in building capacity on MEL tools and standards, data collection and management, data analysis, and ensuring data quality, reporting, and documentation as required for ACDI/VOCA and other relevant donors.

Compensation & Other Benefits

Job Grade: AV-6

Salary Range: BDT 1,13,675 to BDT 1,51,567; salary determined based on candidate’s relevant experience and skills, as well as our internal equity.
