Job Purpose

BRAC is seeking a Health Systems Strengthening (HSS) Advisor to join the SLLHS project in Bangladesh. The HSS Advisor will provide leadership and technical support to strengthen local health systems, ensuring alignment with project objectives. The role requires collaboration with stakeholders, government agencies, and local partners to implement sustainable health systems approaches that enhance service delivery and health outcomes.

This position will report to the Senior Director BHP and will work closely with a team of HSS specialists at the national and local levels.
About the Role
-
The USAID/Bangladesh Strengthening Local Level Health Systems (SLLHS) project is a five-year initiative aimed at strengthening local health systems to deliver equitable, high-quality public health services. The project, led by RTI International in partnership with BRAC, focuses on four key objectives: strengthening systems for evidence-based planning, improving service delivery, enhancing the enabling environment for health systems, and building resilience at the local level.

BRAC’s role includes providing technical expertise in community engagement, health systems resilience, climate change integration, and social accountability.
Job Responsibilities
-
Coordinate with BRAC leadership team and SLLHS leadership team to effectively support project implementation and contribute to overall health system improvement plans at district and sub district level.

Develop and execute strategies that align with project objectives to strengthen local health systems. Provide expert guidance to local partners and stakeholders on health systems strengthening (HSS) frameworks and best practices.

Identify gaps in local health systems through comprehensive assessments and suggest improvements to enhance service delivery, access, and resilience.

Ensure health systems resilience and integrate climate change adaptation strategies through technical support from BRAC’s Health Systems Resilience and Climate Change Specialist.

Provide long- and short-term technical assistance to support project implementation and contribute to the Health System Improvement Plans (HSIPs) at district and sub-district levels.

Facilitate effective collaboration with government agencies, NGOs, and local partners, including attending coordination meetings at district, national, and upazila levels.

Contribute to cross-cutting efforts in health system resilience, social accountability, and community resource mobilization as per HSIPs also contribute to the Monitoring, Evaluation, and Learning (MEL) components of the project, ensuring data-driven decisions and continuous improvement.

Submit monthly work plans and updates to the SLLHS technical leadership team, ensuring progress is documented and future objectives are planned.

Prepare inputs for quarterly and annual reports, providing insight into health systems strengthening activities and outcomes. Support the preparation of closeout and final reports as required.

Identify and address risks related to health system strengthening interventions, ensuring the smooth execution of activities and compliance with project timelines.

Capture and disseminate best practices and lessons learned from project activities across teams and stakeholders.

Foster a learning culture by organizing workshops and discussions that focus on innovative approaches and successful strategies.
Safeguarding Responsibilities
-
Establish a safeguarding culture across all levels of the programme by implementing the safeguarding policy. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

Responsible to ensure team members are appropriately trained, supported and have access to resources regarding issues that are identified and implemented in accordance with the safeguarding policy and procedure.

Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
