Overview

Research Triangle Institute (RTI) has over 30 years’ experience assisting governments, communities, and the private sector. As a not-for-profit, independent research institute based in North Carolina, USA, RTI has roughly 6,000 employees with global experience implementing international development projects. RTI’s Global Health Division (GHD) within the International Development Group, works in Malaria and Neglected Tropical Diseases; Global Health Security and Public Preparedness; Heath Systems Strengthening – including Health Governance, Health Finance, Human Resources for Health, Capacity Building, and Health Policy and Advocacy; and Integrated Care – including Reproductive, Maternal, and Child Health and Family Planning. We address a range of public health problems to reduce disparities, lower disease burdens, and build locally owned sustainable health programs in lower- and middle-income countries.

Program Description

USAID/Bangladesh has recently awarded RTI a $60 million USD, five-year Cooperative Agreement to strengthen local level health systems to deliver quality, equitable public health services while optimizing resources to improve the health status of all Bangladeshis residing at the local level.

This Activity will focus on the following four objectives: 1) Strengthen Systems for Local-Level Evidence-Based Planning, 2) Strengthen Systems to Deliver Equitable, Quality, Integrated Local Level Public Health Services, 3)

Improve Enabling Environment to Operate Local Level Public Health Systems, and 4) Improve Local Level Public Health System Resilience.

Position Description

RTI is seeking a Regional HSI Lead in Bangladesh. This position will play a critical role in the success of the SLLHS activity, particularly the health system outcomes and improvements at the regional level. Reporting to the Implementation Director, the Regional Health Systems Information (HIS) Lead will be responsible for developing and implementing strategies to improve data collection, management, and disseminate findings to stakeholders.

Responsibilities

  • Develop and implement strategies to strengthen local health systems at the regional and district levels, in line with project objectives.

  • Ensure the accountability of district level managers on timely WP completion.

  • Coordinate with the technical team of the SLLHS Activity for quality implementation of the WP activities.

  • Build capacity of the district and upazila managers on routine technical logistic procurement planning, distribution and stock management of the Government as planned in the HSIP. Coordinate with the local stakeholders for resource mapping and resource optimization while HSIP development and implementation.

  • Build the capacity of regional health system stakeholders to collect, analyze, and use health data for decision-making and program improvement.

  • Develop and implement monitoring and evaluation frameworks to track progress towards project objectives and assess the impact of interventions.

  • Provide technical assistance to regional and district level health system local managers to implement their health system improvement plans (HISP) .

  • Coordinate with USAID Implementing partners and stakeholders at the regional and district level to ensure alignment of activities and program priorities in the health systems improvement plan and maximize impact.

  • Oversee the collection, storage, analysis, and reporting of health data, ensuring accuracy, timeliness, and compliance with data standards.

  • Prepare and submit regular reports on health information systems activities, outcomes, and challenges to the Implementation Director and other relevant stakeholders.

  • Ensure compliance with local regulations and USAID requirements related to health information systems and data management.

  • Identify and mitigate risks that may affect the successful implementation of health systems activities at the regional and district level.

  • Undertake regular field visit, supervise field level activities and provide guidance to the district level team.

  • Serve as a signatory for RTI bank account for Regional Office

  • Manage budget for Regional Office and District Cluster Offices

  • Oversee procurement of goods and services for Regional Office and District Cluster Offices

  • Supervise regional staff

  • Any other activities assigned by the organization or supervisor.
