Experience:

The need

For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking to develop and implement IJM’s strategy for social service provision for beneficiaries who have been victims of Trafficking in Human Beings (THB). IJM is committed to a trauma-informed and multi- disciplinary response to trafficking; thus, the National Consultant-Social Worker will work closely with internal and external stakeholders across a range of professional disciplines, particularly law enforcement, prosecution, governmental and nongovernmental social service providers, and will strengthen trauma-informed responses within each of these sectors. The National Consultant- Social Worker will collaborate with strategic partners at the national, regional, and community- level including social service/ social welfare officers, safe shelters, and other civil society organizations that provide social services to ensure the protection, recovery, rehabilitation, repatriation, reintegration and empowerment of beneficiaries. The National Consultant -Social Worker will support the development of strategies to strengthen coordinated social service provision where gaps are present. This position will work with the Casework team to establish best, trauma informed practices for case management for beneficiaries and maintain excellent records of IJM clients.

This position is based in Dhaka, Bangladesh, and collaborates closely with the National Head, Casework and Capacity Development on work assignments. This position is only available for Bangladeshi nationals and candidates with a pre-existing unrestricted right to work in Bangladesh. This is a consultant role for a duration of 12 months and entails assignment-related travels as needed.

Responsibilities

Casework:

  • Provide post release services to beneficiaries who have been victims of trafficking.
  • Facilitate the provision of end-to-end services to clients to enable smooth transition into society.
  • Maintain proper coordination and communication with the Casework team for the success of casework.
  • Ensure beneficiaries are protected by the justice system and empowered to restoration through trauma-informed, multi-disciplinary case management processes. Support the Casework team to build a strong casework for the administration of justice to thevictims.
  • Government, shelter and civil society partners are well trained in multi-disciplinary and trauma informed psychosocial care for beneficiaries that results in reduced vulnerability to re-victimization.

Strategy & Knowledge Development & Implementation:

  • Actively seek to become well acquainted with government homes, shelter home
  • Superintendents and others partner organizations in the sector to strengthen policy and welfare measures for beneficiaries.
  • Identify the strengths and gaps within the governmental social services and civil society capacities in a proper documented form and articulate strategy with the reporting manager to fill the gaps.
  • Conduct needs assessment research on minimum standard of care provided by the governmental and non-governmental shelter homes. Support to develop strategies for improving the quality of services and rehabilitation programs provided in the governmental and non-governmental shelter homes.
  • Initiate and conduct research to support the goals of governments (as well as other private organizations) different rehabilitation and reintegration schemes & programs available and link that to IJM beneficiaries.
  • Conduct detailed documented research on the rehabilitation, repatriation, restoration and reintegration policies of the government.
  • Support the Casework team in the implementation of the work plan.
  • Work with the government homes and stakeholders to incorporate best practices to cater to quality services for IJM beneficiaries.
  • Provide support to the team in designing, implementing, monitoring, and evaluating IJM’s project.
  • Conduct clear analysis of the strengths and gaps within the governmental, shelter and civil society social service capacities and come up with solutions and an articulated strategy.

Networking & Partnership:

  • Ensure to establish strategic relationship with Government and other stakeholder to ensure the execution of the project goals.
  • Establish and manage strategic relationships with community-based organisations to link their services to beneficiaries in the community.
  • Collaborate effectively with internal teams so that data collection, research, branding and recommendations with the government and others can be made effectively.
  • Represent IJM at various Government meetings, partner meetings and consultations with police, public prosecutors, judges, doctors etc. if and when needed.
  • Effective partnerships are created and maintained with the Department of Social
  • Services and government social work officers, shelter staff, and other civil society actors capable of providing quality care and services for IJM beneficiaries.

Training and Development:

  • Assist in the development and implementation of training programs for the external stakeholders whenever required.
  • Liaise between IJM and government to set up meetings, organize engagements and facilitate workshop/symposium opportunities on human trafficking when required.
  • Serve as a resource person as needed for training conducted by IJM.
  • Input/contribute to the development of resources like training modules and customized curriculums related to the program.
  • Conduct clear analysis of the strengths and gaps within the governmental, shelter and civil society social service capacities and come up with solutions and an articulated strategy.

Documentation, Reporting & Data Management:

  • Ensure proper client end to end services documentation as per IJM’s standard for internal purposes.
  • Ensure timely documentation and report information required for program analysis and M&E, regularly.
  • Acquire required data from various government bodies and partner organizations to meet program objectives.
  • Prepare and maintain records of Aftercare meetings with clients as well as high-value stakeholders.
  • Track the progress toward quarterly goals, mission and vision, and present these finds at the Monthly Review.
  • Ensure to update required tools and document on a timely manner.
