Responsibilities & Context
Centre for Climate Change and Environmental Research (C3ER), BRAC University, was established in 2011. C3ER’s Vision is to craft sustainable & adaptive solutions for society, and its targets are to be established as a cutting-edge research and academic institute in Bangladesh working in the field of climate physical science and natural resources management. C3ER has extensive expertise in climate change adaptation, mitigation, loss and damage, natural resource management, knowledge sharing, capacity building, Remote Sensing, GIS and databases, policy advocacy, and governance, etc. Since its establishment, C3ER’s primary goal as an academic research institute is to generate new knowledge, share it with other stakeholders, and influence policymakers.
The Civic Engagement Specialist for the “Climate Action for Transformation in Bangladesh (CLIMACT)” project, funded by USAID and led by Winrock International, is an essential role to meet the project’s objectives and comply with the project provision. Given that C3ER, BRAC University, has been awarded this project, the Civic Engagement Specialist will be responsible for developing, managing, and executing community outreach strategies to foster grassroots involvement in the ClimAct project.

Specific Duties and Responsibilities:
- Working with networks or platforms of Civil Society Organizations (CSOs) primarily involved in climate action will be preferred. This involves working with CSOs on lobbying, policy creation, and program execution about environmental sustainability, climate change adaptation, or mitigation.
- Develop and implement strategies for effective community outreach, mainly targeting vulnerable populations such as women, children, and marginalized groups.
- Facilitate dialogues, workshops, and town hall meetings with local communities to gather understanding and feedback on project activities.
- Connect local leaders and influencers to advocate for community participation in climate action and adaptation strategies.
- Maintain a continuous dialogue with civil society organizations (CSOs) to ensure their perspectives are integrated into project planning and implementation.
- Identify the capacity-building needs of local communities and CSOs related to climate resilience.
- Develop training modules and educational materials to strengthen community awareness of climate change impacts, adaptation measures, and policy engagement.
- Lead training sessions and workshops that empower communities to take leadership roles in climate adaptation and advocacy.
- Provide ongoing support to community representatives to enhance their participation in local and national climate-related decision-making processes.
- Coordinate with local government bodies, NGOs, and international agencies to align community engagement activities with broader project goals.
- Build strong working relations with key local stakeholders, ensuring ongoing collaboration and support.
- Act as a liaison between community representatives and the project’s technical teams, advocating for integrating grassroots perspectives into technical solutions.
- Collaborate with the project’s policy team to ensure community-driven insights are reflected in climate policy development.
- Support community-led advocacy efforts to influence local and national climate resilience, mitigation, and adaptation policies.
- Document the outcomes of civic engagement activities, including feedback from community members, success stories, and challenges.
- Prepare detailed reports on community participation and engagement outcomes, contributing to the overall project documentation.
- Other tasks and duties as assigned.
