  • Strong organizational skills;
  • Excellent verbal and written English;
  • Extensive knowledge of Microsoft Excel and Proficiency in Microsoft Word and Access;
  • Strong communication and interpersonal skills;
  • Demonstrated experience supervising, mentoring, and training staff;
  • Must be able to maintain confidentiality for all project and staff proprietary matters.

Brief Project Description  

The purpose of the Urban Health Activity (UHA) is to strengthen urban health systems, with the goal of improving equitable health outcomes among all urban areas in which the project works (Dhaka plus 3 cities). To achieve its goal, the activity will work with municipalities and city corporations and focus investments on establishing and strengthening urban health systems to provide quality, equitable public health (including health services), optimize available resources, and become more resilient. This Activity will focus on the following four objectives: 1) Improve the capacity of local health authorities to conduct evidence-based analysis of local health systems and epidemiology for decision-making; 2) Institutionalize evidence-based planning; 3) Strengthen urban health systems; and 4) Strengthen urban health system resilience and responsiveness to shocks and stressors.

Job Summary

The Accountant is a full-time position with the Bangladesh Urban Health Activity in Dhaka. The Accountant will maintain the JSI financial accounts and operations systems, maintain an up-to-date Quickbook database, and prepare expenditure projections, reporting, and expense monitoring. S/he will also be responsible for complete documentation, day-to-day financial transactions, bill voucher preparation, and client payment in line with donor and JSI requirements.  

Primary Responsibilities & Duties

  • In collaboration with the Finance Manager, establish and maintain financial and administrative systems that comply with donor and JSI requirements, policies and procedures. 
  • Processing all accounts payable on a timely basis;
  • Maintaining a system of tracking all accounts receivable;
  • Processing and disbursement of accounts receivable;
  • Entry of all project transactions into QuickBooks;
  • Processing payroll under the direction of the Finance Manager on a monthly basis;
  • Monitoring and preparing tax payments on behalf of project staff;
  • Monitoring and analyzing employee advance accounts;
  • Perform end-of-month reconciliations (advance accounts, QuickBooks, bank accounts) in coordination with the Finance Manager;
  • Process all Tax exemptions (e.g., VAT & NHIL) with relevant authorities;
  • Prepare the annual VAT report for submission to JSI/Boston and, ultimately, to USAID;
  • Provide support under direction of the Finance Manager to City office finance staff. Review City office transactions for accuracy and complete documentation before processing.
  • Support for processing subaward-related transactions, including review of documentation and/or financial reporting in coordination with the Finance Manager and Subaward Manager.
  • Undertake any other responsibilities, tasks, or activities as the Finance Manager requires.
