  • Adaptive, innovative, and resourceful, with the ability to communicate clearly and efficiently under pressure.
  • Fluent in both English and Bangla, with strong written and verbal communication skills, including public speaking.
  • Minimum 5 years of experience in the development and humanitarian sector.

Responsibilities & Context

Job Purpose: We are looking for a skilled and proactive individual to join us as the Senior Manager, Partnership and Capacity Development. In this role, you will collaborate closely with the Head of the Pooled Fund to drive the successful implementation of strategic goals set by senior management. Your responsibilities will include managing partnerships, assessing capacity and competencies, and designing tailored capacity-building plans for partner organizations. You will also play a crucial role in monitoring progress and ensuring meaningful impact through these initiatives.

Key Responsibilities

  • Identify potential national and local partners through partners’ mapping, maintain a detailed and periodically updated list, and draft and administer Expressions of Interest (EOI) solicitations to assess respondents.
  • Develop prequalification criteria vetted by legal standards for entities participating in EOIs, circulate Requests for Proposals (RFPs) to the partner database, and organize pre-bid briefing sessions for National and Local Responders (NLRs) to support their EOI and RFP submissions.
  • Coordinate with HCMP sectors and ISCG to conduct initial screenings of proposals, provide the BRAC Secretariat with screened submissions, and support the shortlisting process.
  • Assist the Head of Pooled Fund in presenting progress updates to the Advisory Committee, Steering Committee, and other high-level forums, while preparing high-quality reports and progress updates for donors and stakeholders.
  • Conduct due diligence and organizational assessments for selected NLRs, review lessons learned from EOI and RFP evaluations, and refine pre-bid processes for future rounds.
  • Plan and conduct Annual Partnership Meetings to update partner NGOs and stakeholders on policies, address challenges, and strengthen collaborative relationships.
  • Support and facilitate capacity enhancement for partner organizations by creating and maintaining effective communication and coordination channels.
  • Strengthen long-term partnerships by ensuring periodic evaluations, effective policy dissemination, and fostering a collaborative environment for continued engagement.
  • Lead the development and implementation of comprehensive capacity-building initiatives for Local and National NGOs to enhance their technical and institutional capabilities.
  • Design and deliver capacity development programs covering areas such as leadership, financial management, human resources, communications, monitoring and evaluation, grant management, and technology use, ensuring these programs address the specific needs of partner NGOs and their networks.
  • Develop targeted capacity-building approaches for BNGOs categorized as A, B, and C, working closely with local partners to ensure capacity enhancements across various programmatic areas.
  • Create and implement tailored training materials, coaching programs, peer learning sessions, and other methodologies to address identified capacity gaps, while strengthening partners’ project management skills for improved efficiency and effectiveness.
  • Conduct annual assessments of NLRs to evaluate organizational capacity improvements, standardize peer review tools and processes, and foster self-reliance and effectiveness among partners.
  • Coordinate with relevant BRAC program and department staff to ensure the smooth organization of capacity development workshops, training sessions, and other activities.
  • Develop terms of reference (ToRs) and engage consultants to provide targeted policy, plan, or framework development support to NLRs, ensuring their continued growth and effectiveness.
  • Prepare debriefs and presentations for the Head of Pooled Fund and senior BRAC management to ensure they are consistently updated, and provide coordination support by arranging meetings, facilitating start-up and regular Steering Committee sessions, and organizing joint field visits to Cox’s Bazar and Bhasan Char to support and assess project delivery.
  • Act as a bridge between the pooled fund’s operations unit and the head office to ensure smooth information exchange, while providing technical inputs for the development of documents such as ToRs, Strategic Documents, Formation Methodology, and processes for steering, advisory, and proposal selection committees.

SAFEGUARDING RESPONSIBILITIES

  • Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the programme’s goals of safeguarding implementation. Act as a critical source of support, guidance, and expertise on safeguarding to establish a safe working environment.
  • Practice, promote, and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure if any reportable incident occurs and encourage others to do so.
