Program Brief
Founded in 1933, International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.
IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC is growing its programming to cover education and livelihoods/DRR, as well as its geographic footprint in the host community and to other parts of the country.
Purpose of the Role
The Assistant – People Operations supports the effective implementation of HR processes and systems within IRC Bangladesh. Reporting to the Manager – People Operations, this role provides essential support in HRIS management, payroll administration, data management, personal file management and compliance, while ensuring adherence to IRC policies and local regulations. The Assistant plays a key role in maintaining records and contributing to efficient HR operations.

Highlights of Key Responsibilities
HR Information System (HRIS) Support:
- Assist in maintaining and updating the HRIS to ensure accurate employee data and reporting.
- Support system audits by checking data integrity and ensuring compliance with organizational standards.
- Provide first-level support for staff inquiries related to the HRIS and escalate complex issues.
Compensation and Benefits Administration:
- Assist in processing employee payroll, allowances, and benefits, ensuring accuracy and timeliness.
- Support the implementation of compensation changes and updates in compliance with local labor laws.
- Assist to prepare and manage documentation for employee final settlements and other payments.
Audit and Compliance Assistance:
- Maintain records and provide required documentation for internal and external audits.
- Assist in implementing corrective actions based on audit findings.
- Assist to ensure compliance with statutory and organizational requirements in day-to-day operations.
Employee Data Management and Reporting:
- Maintain the employee directory and update employee information in the system.
- Assist to generate periodic HR metrics and reports, including headcount, turnover, and leave balances.
Leave and Attendance Management:
- Support leave management by updating offline leave requests.
- Communicate leave policies effectively and ensure alignment with organizational guidelines.
Policy and Documentation Support:
- Assist in maintaining and updating HR forms, templates, and standard operating procedures.
- Draft memos, notices, and HR-related communications as needed.
Personal File Management:
- Ensure personal files are accurately maintained in both digital and physical formats.
- Manage file updates, closures for exiting employees, and archival processes.
Insurance Management:
- Maintain and update employee insurance records, ensuring accuracy and compliance with policies.
- Act as the secondary contact with insurance providers to address employee queries and claims processing.
- Assist in onboarding employees to the insurance program and provide necessary guidance and support.
Administrative Support:
- Assist in managing operational tasks like SIM card allocation, payments, and policy compliance.
- Address employee queries related to administrative matters and escalated issues as necessary.
- Assist in organizing orientation sessions on organizational policies. Etc.
