Responsibilities & Context

ROLE PURPOSE

The Geographic Information System (GIS) Analyst will be responsible for collecting, storing, maintaining, preparing, analyzing and interpreting geographic data to create visualizations, maps, and reports for real-time monitoring to enhance the overall effectiveness of HICRA interventions. As a member of the HICRA MEL team, the incumbent will train staff to collect GIS data using mobile apps and to use GIS software to aggregate, manage, and analyze geospatial data to understand the spatial dynamics of HICRA’s operating environment.

The major responsibilities of the GIS Analyst are to lead implementation of the GIS plan, coordinate with the MEL staff to implement GIS requirements of the MEL plan, and work with the Management Information System (MIS) Specialist to link GIS data coordinates with other relevant data points within the MIS. The candidate will be responsible for analyzing and ensuring sufficient GIS-data and appropriate storage for decision-making purposes, and for contributing to progress and annual reports and presentations, HICRA communications, annual work plans, collaborating, learning and adapting (CLA), and promoting adaptive management to drive evidence-based strategic program decisions.

S/he should be highly conversant in integrating information requirements with GIS validation techniques for data quality assurance and in applying spatial and statistical analysis methods. S/he will take the lead in developing guidelines for introducing GIS to technical and implementing partners, including MEL staff at all levels. S/he will design capacity development plans to operationalize HICRA’s GIS strategy, and coach and mentor technical and implementing partners as per need. S/he will continuously check the performance and recommend necessary modifications to the HICRA GIS system as needed.

KEY AREAS OF ACCOUNTABILITY:

Major Responsibility

  • Participate in HICRA strategic and annual planning ensuring that GIS data collection is included in all aspects of activity and data collection processes, especially within individual work plans of HICRA frontline staff.
  • Lead the development, implementation and regular update of the GIS plan, including GIS elements of the performance monitoring plan (PMP), indicator matrix, data collection tools and methods, data quality assurance, data management and analysis, and spatial reporting to support measurement of achievement and progress of program effectiveness and quality.
  • Work with researchers developing technical strategies and conducting assessments to aggregate the GIS coordinates they collect to be included in the HICRA database.
  • Work with technical staff and District, Upazlia and Union Coordinators to use geographic information in their decision making, collaborative learning and adaptive management.
  • Share findings from analysis with program staff to encourage them to make changes in program activities or management approaches based on evidence-based findings from GIS analysis of trends.
  • Ensure that HICRA GIS Plan is implemented in a structured and coherent manner in line with HICRA’s strategic objectives.
  • Map risks for HICRA staff including those identified in the Risk Management Matrix.
