- Demonstrated expertise in conducting youth analyses and implementing youth integration programming in hard-to-reach, rural, and peri-urban areas with proven success.
- In-depth knowledge of social norms within the project’s geographic and technical contexts, with an understanding of how these norms impact youth and social issues.
- Awareness of social norm strategies for creating an enabling environment and addressing youth and social issues in cross-cultural settings.
- Proven ability to design and facilitate participatory training and workshops, ensuring engagement and effective learning outcomes.
- Strong communication skills for addressing complex or sensitive issues with individuals at all levels, both within and outside the organization, including fluency in English and Bangla.
Responsibilities & Context
We are looking for a dynamic and experienced individual to take on the role of Youth and Social Inclusion Expert, for our ‘Economic Acceleration and Resilience for NEET (EARN)’ project. We are currently inviting expressions of interest for this role, which is expected to commence in the second half of 2024 and will continue for a duration of four years.
The Ministry of Youth and Sports (MoYS), in collaboration with the World Bank (WB), is implementing the 48-month long Economic Acceleration and Resilience (EARN) project to engage NEET (not in education, employment, or training) youth, with a special focus on women, in rural and semi-urban areas of Bangladesh. The project aims to economically empower NEET youth through education, skills development, employment, and enterprise support. It provides women-centric facilities, enhances employability by building employer linkages, and offers upskilling in Socio-Emotional Behavior (SEB) and Entrepreneur Development (ED). Additionally, incubation support for employment and entrepreneurship will be provided. To ensure the inclusion of women and underserved groups, the project will create an enabling environment through awareness-raising, community engagement, family-based planning, and monitoring. A total of 250 Upazilas have been selected for the project.
The Youth and Social Inclusion Expert will design and implement youth development interventions at the field level, ensuring effective engagement and social inclusion strategies in collaboration with the Project Head. This role includes developing and executing inclusive programmes, coordinating with local communities and stakeholders, and integrating practices that promote youth empowerment. Additionally, the position will work to enhance programme impact, monitor progress, and address challenges to achieve project goals related to youth and social inclusion.
- Conduct consultations with youth and community groups to identify and develop a comprehensive list of life skills, mentoring, and leadership training activities tailored to community needs by facilitating discussions and needs assessments.
- Collect and organize approved modules for life skills, mentoring, and leadership training by preparing session plans and supporting the development of training materials to ensure effective delivery.
- Support Upazila authorities, educational institutes, and youth clubs in organizing annual and semi-annual sports and cultural events by coordinating logistics and providing necessary assistance for successful execution.
- Assist in establishing and developing the capacity of Union Youth Information Centres (UYICs) by providing support in their setup, management, and operational enhancement to serve local youth effectively.
- Promote youth-led advocacy for climate action by fostering collaboration networks, amplifying the voices of young climate activists, and supporting initiatives that drive environmental awareness and action.
- Leverage social media and online platforms to drive youth-led advocacy campaigns, raise awareness about climate issues, and mobilize support for climate action by creating and managing engaging content.
- Identify and address the needs of vulnerable groups, such as third-gender/hijra individuals and Persons with Disabilities (PwD), by working with parents and elected representatives to establish special vocational training centers and suitable sites.
- Provide mentorship and counseling support, including career guidance, to NEET youth who are particularly vulnerable or at risk, by offering personalized advice and support to help them achieve their career goals.
- Support leadership development and life skills training for NEET female and male youth by empowering them with decision-making, negotiation, and core soft skills to enhance their employability and productivity.
- Implement the safeguarding policy to establish a safeguarding culture across all levels of the programme. Act as a key source of support, guidance, and expertise on safeguarding to establish a safe working environment.
- Responsible for ensuring team members are appropriately trained supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
- Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
