Responsibilities & Context

Brief description of the project:

The purpose of the Urban Health Activity is to strengthen urban health systems, with the goal of improving equitable health outcomes among all urbanites. To achieve its goal, the activity will work with municipalities and city corporations and focus investments on establishing and strengthening urban health systems to provide quality, equitable public health (including health services), optimize available resources, and become more resilient. This Activity will focus on the following four objectives: 1) Improve the capacity of local health authorities to conduct evidence-based analysis of local health systems and epidemiology for decision-making; 2) Institutionalize evidence-based planning; 3) Strengthen urban health systems; and 4) Strengthen urban health system resilience and responsiveness to shocks and stressors.

Position: Advisor Health Financing & Planning

Reports to:  Senior Advisor HSS (Health System Strengthening)

Location: Dhaka, Bangladesh

Desired Qualifications:

  • Master’s/Bachelor’s degree in public health, economics, health economics, international development, or relevant discipline from a reputed university in Bangladesh & abroad.
  • A university degree specializing in health economics or health policy from a reputed institute is preferred.
  • At least five years experience in Health Financing / Policy.
  • Expertise in financial and budget analysis.
  • Skills in qualitative and quantitative research.
  • Expertise in working on websites and MS Office, particularly in Excel.
  • Experience in program and stakeholder management.
  • Advanced knowledge of the health sector’s structure, systems, and policies.
  • Expertise in data analysis and producing reports.
  • Excellent communication and problem-solving skills.
  • Ability to multi-task and organize ongoing projects, looking for ways to become more efficient in completing tasks.
  • Advance level of verbal and written language skills in English required.
  • Excellent Computer knowledge. Proficient in Word, Excel, Outlook, and PowerPoint and knowledge of the Google platform.
  • Able to work independently by managing priorities and workload within the general work schedule, instructions, and standardized practices.
  • Takes initiative and can start/complete tasks with basic direction.
  • Demonstrated competence in assessing priorities, managing various activities in a time-sensitive environment, and meeting deadlines with attention to detail and quality of deliverables.
  • Demonstrated ability to work as an effective team member in a complex and fast-paced environment.
  • Excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants.
  • Must have proven experience in mentoring technical staff.

Primary Responsibilities & Duties·

  • Work closely with the Senior Advisor HSS to develop a health financing strategy that aligns with the UHA project goals and objectives.·
  • Assist LHAs in conducting health financing and budget analysis. Assess the domestic financial landscape and make necessary regulatory adjustments.·
  • Ensure technical assistance and advocacy support for domestic resource mobilization to implement the healthy city package in the context of respective CAMs. This includes budget tracking at CAMs and national levels, assisting CAMs in prioritizing interventions and advocating for investment. ·
  • Assist CAMs in strengthening the financial management system, especially for the health department, in line with the national financial management system. This could include identifying and addressing bottlenecks and long-pending issues in the existing financial system to ensure budget allocation and expenditure align with priorities.·
  • Provide technical assistance to CAMs to strategically purchase health services to ensure universal health coverage.·
  • Offer technical support to LHAs as they develop and execute health financing reforms at the CAM level, particularly focusing on a comprehensive healthy city package and resilient healthcare. This may involve creating and utilizing tools and bringing together essential stakeholders to establish agreement on strategies for addressing priorities.·
  • Contribute to developing UHA M&E framework and tools development and support their use and adaptation for effective program delivery.·
  • Support coordination and collaboration with implementing partners, CAMs, in-country counterparts, and stakeholders, particularly the Ministry of Health and Family Welfare (MOHFW), Ministry of Local Government, Rural Development & Cooperatives (MOLGRD&C), and directorates, such as HEU, etc.
