Responsibilities & Context
- The Project Manager will have responsibility of managing the Rohingya Refugee Response, Project in Cox’s Bazar Camp. Under the leadership of the FSL Sector Leads, s/he will be responsible for technical aspects and administrative oversight of the project, and will serve as the initials contact person to the Project, donors, and local government entities.
- S/he will be managing the project team, such as Field staff, Community Facilitators/Volunteers and engagement with stakeholders as well as ensuring the quality, timeliness, and efficiency of all products and activities generated under the respective grants. The Manager is expected to have strong leadership qualities and both the depth and breadth of technical and management expertise. S/he also provides strategic leadership and supervision of staffs while ensuring the security, feasibility, and sustainability of the program and contribution to the intended project outcomes. S/he will support FSL sector others project and work for new project planning as per Sector lead instruction.·
- Under the supervision and direction of the FSL Sector Manager, Manager is responsible for running and supervising project at all stages of the project management cycle. He/she is also responsible for accomplishing the program objectives and outcomes within the contextual constraints. The Project Manager ensures the overall success of the program by making sure the team completes the defined activities while adhering to internal standards and contractual obligations; write proposals and initiate and effectively manage and report on projects in line with the objectives, time frame and budget.·
- Further objectives for the Project Manager concern the capacity building, management and mentoring of staff; humanitarian needs identification through monitoring of the evolving situation; context analysis to contribute to the development of future programs; Assess project needs, design projects, Provide technical support, leadership and strategic direction; meet quality standards in project delivery, encourage beneficiary participation, liaise with other stakeholders and a strong link to other sectors of WV.
- Project management and others:
- Manage the assigned project(s) to meet the project objectives within budget, set time frame, quality, and standards Provide strong leadership of the assigned project(s), working to ensure both short / long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable) and local staffs.Develop and implement an appropriate and effective project strategy, setting clear objectives and indicators, for Livelihoods & GBV activities in consultation with other staff and field managers, and, where appropriate, with the local communities. Mainstream protection, accountability, gender, disability and environmental protection. All document guiding implementation such as budgets, DIPs, projections are prepared, updated and used correctly. Ensure needs assessments and surveys conducted, data analyzed and suggestions made for appropriate interventions as need arises.Regular monitoring and reporting of project implementation.Timely Submission of quality narrative reports to line manager on project progress, program team and donors.Work with FSL team to develop new project proposal, planning, budgeting as per supervisor direction.
- Staff Management:
- Line manages the staff(s) of the assigned project(s), including day-to-day management, development and training etc.Take responsibility for discussing job expectations; appraise performance against set objectives on a regular basis.Overall responsibility for staff work plans, vacation schedules, and development activities and maintain a professional and open relation with team members, promoting a strong spirit and providing oversight and guidance to allow for successful team performance.Staff coaching and technical supervision for their development.
- Coordination and networking:
- Maintain and create strategic partnerships and networks with donors, UN, and other NGOs.Actively participate in Cluster meetings to ensure WV programming information is shared and request for cluster mechanisms are responded to.Keep and share information from INGO meetings, government correspondences and internal World Vision Lessons Learned.Ensure that World Vision is represented in coordination forums and review meetings.Foster formal government at all levels and community engagement and coordination.
- Financial Management:
- Manage the Livelihoods assign project and ensure all expenses are according to budget and meet donor standards with regard to financial management, including accountability and good governance.Manage the program budget through the passing of timely orders, the preparation of monthly forecasts and the monitoring of expenditure.
