Responsibilities & Context
Project Brief: The ‘Bamboo for Climate Action (B4CA) Project’ is working towards Improve resilience to climate change for refugees and host communities through bamboo as effective nature-based solution with multi-purpose effects through afforestation of Bamboo in 07 sub-districts of Cox’s Bazar which contributes to the effective sequestration of greenhouse gas emissions and a healthy environment while simultaneously integrating DRR.
Part I: Job Statement
The Monitoring & Evaluation Officer is the key person who is responsible for monitoring all the activities of the project. He/she should always be monitoring that the programme interventions are in line with the outcomes as stated in the project result framework. One of the key responsibilities of the M&E Officer is to conduct and facilitate the progress and process monitoring on time and keep the project management updated regularly. Develop monitoring, small scale study tools, initiate to develop communication materials, involve in preparing training materials and insert data in CNRS MEAL system in regular basis In addition, M&E Officer will also be responsible for capacity building of Field Facilitators and Community Mobilizers in tab-based data collection in an appropriate manner and direct report to Project Manager and CNRS HQ MEAL team.
Part II: Job Responsibilities and Tasks
A. Programme Activities
- M&E Officer will coordinate with Project Manager, Nursery Manager, Plantation Officer, Value Chain & Livelihoods Officer, Training & Field Officer and Field Facilitators to ensure the functionality of M&E process.
- M&E officer will prepare the monitoring protocol and plan for the project. According to the monitoring plan (and frequency), train and engage staff members for regular data collection.
- M&E will monitor and evaluate the compliance of actual progress and performance against the planned work plan and M&E framework. In collaboration with field staff and project manager, coordinate all M&E activities as per the project activity plan.
- M&E Officer will be held responsible for preparing monitoring report and progress tracking to the respective stakeholders including technical and programme team of SDC and iDE.
- M&E Officer will develop the monitoring formats with the work progress indicators. M&E Officer will also play a key role in ensuring a critical and in-depth monitoring process and will make sure all project activities are conducted in a proper manner and performing according to the parameters set in the project initiation proposal.
- M&E Officer will document the processes, capture the lessons and share with periodic Monitoring & Learning meetings.
- M&E Officer will assist the Value Chain & Livelihoods Officer to monitor and evaluate the impact of the value chain and livelihood improvement activities. This includes developing monitoring and evaluation frameworks, collecting data, and analyzing results in collaboration.
- Ensure systematic cross /spot check and triangulation of data to ensure validity, reliability, timeliness and quality of all data.
- Initiate & support to prepare communication materials and training tools.
- Assist and actively participate in project planning, assessments/ evaluation.
- Accompaniment support to project management and donors during field visits and sharing of monitoring findings on a regular basis.
B. General
- Maintain effective cooperation and coordination with CNRS implementing other projects.
- Sharing monitoring results regularly and attend special meetings, notably at sub-district and camp level
- Overseeing and participate in local procurement to assist project implementation
- Stay updated on CNRS policies, follow practices in the project implementation and documentation
- Assist Project Manager as per requirements.
- Participate documentation/Case study/ any others study/research in the field level.
- Perform any other task as and when assigned by the programme/management.
