Responsibilities & Context

Job Context:

SAINT-Bangladesh is a value based independent, non-profit and Non-Government Organization (NGO), participating in survival strategies of coastal poor. It believes in integration of right based approach in striving for people centered sustainable development initiatives, maintaining a level of transparency, participation, accountability, child and gender sensitivity and respect to human rights and dignity principles in management. SAINT-Bangladesh is a project: “Advancing Gender-Responsive Climate Actions for Urban Resilience in Barishal City Corporation.” supported by “Climate Bridge Fund-CBF”, Co-funded by KfW (Kreditanstalt für Wiederaufbau). The project will be implemented in Barishal City from January 2025. Note that this requirement will depend on the availability of donor fund.

Position Overview:

The Technical Officer (WASH) will be responsible for overseeing all technical aspects of infrastructure-related activities under the project. The role entails designing, supervising, and ensuring the implementation of cyclone-resilient housing repairs and WASH facilities in alignment with project goals and compliance with national and international standards.

The Technical Officer (WASH) will coordinate with field teams, community members, and local authorities to ensure the use of climate-resilient materials, inclusive designs, and cost-effective solutions. They will play a crucial role in conducting technical assessments, preparing detailed plans, and managing contractors or local laborers during construction phases.

The ideal candidate will have a deep understanding of climate change, disaster resilience, gender issues, strong leadership and communication skills, and a proven track record in project management. They will be committed to creating a positive impact in the lives of climate migrants and addressing the challenges they face in their slum communities. This role involves coordinating with stakeholders, design-drawing, planning, supervises of the constructions, ensuring compliance with CBF/KfW and SAINT-Bangladesh’s guidelines, and facilitating community engagement and capacity-building initiatives.

Key Responsibilities:

  • Design and Planning:
  • Develop technical designs, BoQ and estimates for resilient housing and WASH infrastructure.
  • Ensure compliance with cyclone-resilient construction standards and gender-inclusive designs.
  • Conduct site surveys to identify suitable locations and assess technical requirements.
  • Supervision and Implementation:
  • Oversee on-site construction, ensuring adherence to timelines, quality standards, and safety protocols.
  • Coordinate with contractors, local workers, and stakeholders to ensure smooth execution of activities.
  • Provide technical inputs during the procurement process for construction materials and equipment.
  • Capacity Building:
  • Train community members and local laborers on resilient construction techniques and safety practices.
  • Conduct awareness sessions on maintaining infrastructure and sustainable practices.
  • Monitoring and Reporting:
  • Monitor the progress and quality of all infrastructure-related activities.
  • Prepare regular reports detailing project progress, challenges, and mitigation measures.
  • Address any technical issues promptly to avoid project delays.
  • Stakeholder Coordination:
  • Collaborate with community leaders, local government representatives, and partner organizations.
  • Advocate for the integration of climate-resilient practices in local development policies.
