Education and other qualifications:

  • Medical assistant diploma from recognized Institution with valid BMDC registration is essential.
  • Training on Noncommunicable diseases (NCDs) is desirable.

Experience:

  • A minimum of 3 years’ experience as a medical assistant in medical activities is essential.
  • Essential minimum 2-year NGO experience in Humanitarian context/emergency setting.
  • Working Experience of Treating NCD patients in health care setting is desirable.
  • Experience of leading/supervising a team will be an added value.

Language:

  • English and Bangla Essential.
  • Proficiency in the local language (Chittagonian/Rohingya) is desirable.

Knowledge:

  • Essential computer literacy (word, excel and internet).

Responsibilities & Context

Location: MSF OCP Hospital on the Hill, Ukhiya, Camp 8W

Main purpose: Supervise and monitor all the medical activities assigned under his/her responsibility according to MSF policies and guidelines. Support and supervise implementation of all medical activities, including supervision of the medical team, in different field locations.

Accountabilities:

  • Support planning and undertake supervision of medical aspects of medical interventions in OPD.
  • Supporting any emergency medical response.
  • Carry out the medical functions and tasks associated to his/her clinical consultation competencies.
  • Ensuring the implementation and standardization of MSF clinical policies, tools, and hygiene protocols. Maintaining confidentiality regarding all patient cases and records.
  • Implementing diagnosis, prescription and prevention procedures, asking appropriate questions to patients and following protocols in force as well as using laboratory services, when necessary, to ensure a correct implementation of the medical treatments and to refer patients when appropriate.
  • Participating in the planning and supervision of the HR processes (staff shifts, training, evaluation, development and communication) of the team.
  • When requested, taking the lead on medical aspects, rapid assessments to be conducted in the country in response to different alerts: epidemics, displacement of population, malnutrition and other emergencies
  • Knowing and implementing Patient Therapeutic Education (PTE), i.e. keeping in contact with all patients, providing them with information regarding their state of health and responding to their questions.
  • Knowing and promoting the proper application of Post Exposure Prophylaxis (PEP) Kit and Sexually Gender Based Violence (SGBV) protocol.

Context-specific accountabilities:

Clinical work:

  • Ensure the quality of global patient case management by facilitating communication between departments and care providers.
  • Ensure that all MSF medical activities in the OPD are carried out in accordance with MSF standards, by enforcing the respect of the protocols and encouraging teamwork in the facility.
  • Replace Medical assistants in patient management, if necessary.

Referrals:

  • Ensure and track referrals in and out according to standard practice.
  • Community Feedback and Patient follow up in the camp.
  • In collaboration with Health Promotion team, ensure proper tracking of defaulter patients, ensure required home visit, organize patient care meeting.
  • Improve the activity acknowledging community feedback.

Human resources/others:

  • Roster management.
  • Cover and share responsibilities with other clinic supervisors during annual leave, sick leave, training.

Medical supply management:

  • Identify and ensure availability of the material needs (equipment and consumable material) required for the functioning of the OPD departments (monitoring and ordering of medical and logistical material).
  • Supervise and manage the pharmacy stock.

Data and reporting:

  • Assist the line manager in overseeing the data collection quality checks, basic data analyses, and reporting of medical activities. Provide critical feedback to the line manager to improve MSF services based on field-level observations and program data.

Other:

  • Reporting and following up on facility repair needs or structural issues, with the logistics team.
  • Acting as a focal point for communication between the clinic and support departments.

Compensation & Other Benefits

  • This is a project based temporary position. Contract would be for 18 (eighteen) months.
  • Basic pre-tax salary according to MSF salary grid (Level 8) BDT 95,000. Salary is not negotiable.
  • Two (2) annual leave days per month worked.
  • Medical insurance for employees and direct dependents.
