Responsibilities & Context

Pure Earth, a US-based non-profit and international NGO registered in Bangladesh (No: 3366), is a leader in evidence-based solutions for lead pollution in low and middle-income countries. Since 2011, we’ve conducted extensive research, analyzing 197 consumer products and assessing over 300 toxic sites. Collaborating with partners, we’ve supported blood lead level tests for over three thousand children and pregnant women. Our lead remediation initiatives achieved a remarkable 23% to 35% reduction in children’s blood lead levels, while also lowering average soil lead concentrations from 20,000 ppm to 55 ppm. Teaming up with government agencies, we implemented a Health and Pollution Action Plan, and in 2020, formed the Lead-Safe Bangladesh Coalition, comprising NGOs, INGOs, UN, researchers, academicians, and environmental health experts. Together, we’re reducing lead exposure, raising awareness, and implementing solutions to safeguard lives. Join us in solving lead pollution.

Position Overview: The Project Officer will be part of the Bangladesh team and will be responsible for overseeing and maintaining quality and accuracy of the blood lead level (BLL) study, Home-based Assessment (HBA) under BLL study, overall implementation and reporting mechanism of the Environment and Social Management Plan (ESMP), and lead remediation work in Labanchora Thana, Khulna district. The ideal candidate should have prior experience in monitoring, knowledge management, quality control, and coordinating field-level activities, along with strong leadership, problem-solving, decision-making, strong communication and report-writing skills. The Project Officer will also provide feedback and guidance to the field-based vendors/implementing partners by coordinating with the Pure Earth Bangladesh team. The Project Officer will report to the Bangladesh Country Director.

Responsibilities:

Key responsibilities include, but are not limited to:

Project Oversight and Coordination –

• Oversee the implementation of the blood lead level (BLL) study and lead remediation activities in Labanchora Thana, Khulna district.
• Ensure that project activities are carried out in alignment with the established timeline, objectives, Environment and Social Management Plan (ESMP), and relevant guidelines.
• Coordinate closely with the Pure Earth Bangladesh team to ensure smooth execution of project tasks.

Field Monitoring, Quality Assurance and Vendor/Implementing Partner Coordination –

• Supervise field-based implementation partners and ensure compliance with project standards and protocols.
• Implement quality control measures to maintain high standards in all the field-based works.
• Provide regular feedback, technical guidance, and support to field teams and vendors to ensure effective implementation of BLL study, HBA and remediation related work.
• Conduct regular field visits to monitor progress and address any challenges in real time.

Data Collection and Reporting –

• Oversee data collection related to BLL studies, HBA, and remediation efforts, ensuring accuracy, and quality.
• Compile and analyze field data/information to assess project impact and identify areas for improvement.
• Prepare detailed reports daily, weekly or monthly based on the project need to document the project progress, challenges, and outcomes.

Stakeholder Engagement and Communication –

• Liaise with Khulna district’s Department of Environment, Khulna City Corporation authority, any other relevant local authorities, community members, and other relevant stakeholders to ensure effective and smooth project implementation.
• Maintain clear and consistent communication with the Pure Earth Bangladesh team and other project partners, organize relevant meetings and develop follow-up mechanism.
• Represent Pure Earth and the project in local level meetings, workshops, and community discussions as required.
• Support decision-making processes by providing insights based on field observations and data analysis.
• Identify and address project challenges, proposing solutions to enhance efficiency and effectiveness.

Qualification and Expertise:

• Bachelor’s or Master’s degree in Environmental Science, Public Health, Social Sciences, Project Management, or any related field.
• At least 3-5 years of experience in monitoring, coordination, and implementation of field-based projects, preferably in environmental health, pollution control, or public health research.
• Strong communication, leadership, and negotiation skills to effectively coordinate with multiple partners.
• Strong understanding of environmental contamination, lead exposure, and health impact assessments.
• Experience in ensuring compliance with project guidelines, Environment and Social Management Plans (ESMP), and quality assurance protocols is desired.
• Hands-on experience in overseeing data collection processes, ensuring accuracy, quality and reliability.
• Strong analytical, problem solving, decision making and report-writing skills, with the ability to compile daily, weekly, and monthly progress reports.
• Experience in liaising with government agencies, local authorities, vendors, and community stakeholders to facilitate project implementation.
• Experience with Microsoft office.
• Excellent verbal and written communication skills in both Bangla and English.

Reporting Requirements:

The Project Officer will be required to work closely with the Pure Earth team. He/She will be subjected to report to the Country Director of Pure Earth Bangladesh country office to manage the assignment at all stages to ensure smooth delivery under this assignment.
