Responsibilities & Context
Young Power in Social Action (YPSA) <www.ypsa.org>, established in 1985 (International Youth Year) is an organization for sustainable development working in Dhaka Division, Sylhet Division, Chattogram Division including Chittagong Hill Trat. YPSA has been implementing a project titled “Multi sector recovery and empowerment support for crises affected communities in Cox’s Bazar Activity” since 2020. The project is technical supported by International Rescue Committee (IRC) and funded by USAID’s Bureau for Humanitarian Assistance (BHA)

Job Purpose:
The Upazila Manager is responsible for the effective implementation, coordination, and monitoring of key project components, including the prevention and response to Gender-Based Violence (GBV) and protection coordination, advocacy, and information dissemination at the Upazila level. This position plays a vital role in managing field teams, ensuring seamless collaboration with local stakeholders, and driving project objectives to meet the needs of crisis-affected communities.
The Upazila Manager will engage with government authorities, community leaders, NGOs, and other relevant stakeholders to foster strong partnerships and ensure alignment with local and national priorities. They will oversee the execution of project plans, ensuring adherence to timelines, budgets, and quality standards. Additionally, the role involves promoting community participation and empowerment, with a particular focus on addressing the needs of vulnerable groups, such as women and girls, to enhance their safety, dignity, and access to essential services.
The Upazila Manager is also expected to provide technical guidance to field teams, facilitate capacity-building initiatives on GBV and legal issues and ensure that monitoring and evaluation frameworks are effectively implemented to measure project impact. By advocating for sustainable solutions and integrating feedback from stakeholders, the Upazila Manager will contribute to achieving long-term project goals and fostering resilience within the community.
Key Responsibilities:
Project Implementation and Management:
- Lead and oversee the execution of all project activities at the Upazila level, ensuring that they are delivered in line with the project’s strategic goals and objectives.
- Ensure the timely and effective implementation of project components of Gender-Based Violence (GBV), Legal assistance and protection coordination, advocacy, and information dissemination Lead the planning and development of the Women and Girls Safe Space (WGSS) and Multipurpose Centre, ensuring services meet community needs, especially those of women and girls.
- Prepare comprehensive weekly, monthly, and quarterly work plans and ensure the timely submission of narrative reports that track the progress and outcomes of project activities.
- Oversee the entire GBV case management process, ensuring ethical handling, e-referrals, and use of GBVIMS+ for data sharing. Support survivors with psychological, legal, and medical assistance, ensuring their well-being and safety.
- Ensure proper documentation, monitoring, and reporting of GBV cases in compliance with global GBVIMS standards and donor requirements.
- Lead initiatives such as EMAP+ and SASA! Together to engage men and communities in addressing violence against women and girls (VAWG).
- Oversee the implementation of the Girl Shine Early Marriage Curriculum (GSEMC) to prevent early marriage and support young girls.
- Oversee and guide the legal team in providing comprehensive legal assistance to GBV survivors, ensuring that all cases are handled with sensitivity, confidentiality, and in accordance with legal frameworks.
- Ensure support to activate and strengthen local committees such as Child Marriage Prevention Committees and Domestic Violence Prevention Committees to address GBV risks at the community level.
- Ensure that all program targets are reached following agreed program objectives and log-frame
- Ensure disability and gender inclusion in every phase of project management.
Coordination and Stakeholder Engagement:
- Acta’s the primary liaison between the project and local authorities, NGOs, INGOs, community leaders, and other stakeholders at the Upazila level.
- strong partnerships with government officials and community members to ensure project alignment with local priorities. Organize coordination meetings and stakeholder sessions to enhance collaboration and project impact.
- Represent the project at local and regional forums, advocating for the needs and rights of the affected population, especially women and girls.
- Maintain constant and timely communication between the project and stakeholders and participate in coordination platforms in the upazila to ensure coordination and linkages.
Team Management, Staff Supervision, and Capacity Building:
- Supervise and mentor project staff, providing guidance and leadership to ensure high performance and accountability.
- Conduct regular team meetings to foster effective communication, resolve challenges, and ensure the alignment of team efforts with project goals.
- Identify training and capacity-building needs among staff and community volunteers, organizing relevant workshops and training sessions.
- Form and manage groups with disadvantaged adults, adolescents, and community members to promote inclusive development and social cohesion.
- Build the capacity of staff to ensure effective delivery of services, with a focus on gender-sensitive and survivor-centered approaches in GBV and protection programming.
Monitoring, Evaluation, and Reporting:
- Supervise the implementation of field activities, ensuring that they are conducted in compliance with project objectives, timelines, and donor requirements.
- Collect, analyze, and compile data for reporting purposes, ensuring that all reports are accurate, timely, and meet the needs of donors and senior management.
- Submit comprehensive reports (monthly, quarterly, and annually) detailing project achievements, challenges, and recommendations for improvement.
Community Engagement and Empowerment:
- Actively engage with community members, particularly women, girls, and vulnerable groups, to encourage their participation in project activities and ensure their voices are heard.
- Advocate for the integration of gender-sensitive and inclusive approaches in all aspects of the project, ensuring that interventions address the unique challenges faced by women and girls.
- Lead GBV and protection initiatives, promoting the safety, empowerment, and resilience of community members.
- Develop and implement community-led development plans, fostering ownership and self-reliance among project beneficiaries.
Compliance and Risk Management:
- Ensure that all project activities comply with organizational policies, donor regulations, and local legal frameworks.
- Identify potential risks to project implementation at the Upazila level, working closely with the Project Coordinator to develop mitigation strategies.
- Ensure the safety and security of staff and beneficiaries by adhering to organizational safety and security protocols.
- Conduct regular risk assessments and ensure that all project activities are conducted in a safe, secure, and compliant manner.
Financial Management:
- Oversee the management of financial resources at the Upazila level, ensuring that funds are used efficiently and in accordance with organizational policies and donor requirements.
- Monitor project expenditures against the budget, ensuring financial compliance and timely reporting of any discrepancies.
- Support in procurement processes, ensuring transparency, accountability, and compliance with procurement policies.
- Ensure proper financial documentation and reporting for all activities at the Upazila level.
Resource Mobilization and Sustainability:
- Identify and pursue opportunities for resource mobilization at the local level, including in-kind contributions and community partnerships.
- Collaborate with senior management to secure additional funding and resources for the project, ensuring long-term sustainability.
- Develop and implement strategies to ensure the sustainability of project outcomes, with a focus on capacity-building, community ownership, and resilience.
Promote Project Learning and Analysis:
- Work closely with the M&E team to gather and analyze project data, ensuring that lessons learned are used to improve project implementation.
- Facilitate knowledge sharing and best practices among staff, partners, and stakeholders to enhance project performance and impact.
- Encourage a culture of continuous learning and improvement within the project team, fostering innovation and creativity in addressing project challenges.
- Organize and facilitate learning workshops, training sessions, and meetings with target participants to ensure effective knowledge transfer.
