Responsibilities & Context
Project Name Women Empowerment and Entrepreneurship Development for Accessing Safe-water (WEEDAS)
Nazrul Smriti Sangsad (NSS) is a non-government Humanitarian Organization working for advancement of poor women, men, children, youths, excluded people, person with disability and minority groups since 2000. It is a non-profitable, non-political, child and gender sensitive organization. It always values all diversified people without discriminating religions, casts, creeds and suppresses all sorts of discrimination with ethnic and minority people. It also values class and levels of team members as well as beneficiaries.
NSS is going to implement a sub-project titled “Women Empowerment and Entrepreneurship Development for Accessing Safe-water” (in short WEEDAS) under the key project “Water Woman” which is funded by Oxfam in Bangladesh. The project will be implemented at Kalapara Upazila of Patuakhali district as well as at Patharghata Upazila of Barguna district. NSS is searching a competent Accounts & Admin Officer who has excellent working experience on similar type of project. The Accounts & Admin Officer is responsible for the daily oversight of the project financial activities and to provide support to the programme team to accomplish the results of the project on time. He/she will visit fields and monitor the Reverse Osmosis Systems (ROSs) and Water Desalination Plants (WDPs) and ensure smooth functions and operations as well as Water Women Businesses.
Major Job Responsibilities

Maintain and keep updated all books of accounts: petty cash book, cheque issue register (regularly updated and get signed), movement register, staff attendance, office stock register, purchase requisition register (which are relevant with payments) on a regularly basis.

Record day to day transactions of the financial activities in books of accounts according to the International Accounting Standard (IAS) or Bangladesh Standard of Accounting (BSA).

Assist PM to revise financial budgets as per need of the project.

Always get ready to make fund available for program team to implement program activities according to project implementation guideline and timeline of the workplan.

Ensure compliances with project’s financial policies, standards, procedures and government VAT & Tax requirements. Ensure VAT & Tax deduct accurately at the time of payment and deposit to Govt treasury in weekly basis.

Assist to minimize financial risk exposure by ensuring that appropriate financial systems and internal controls are in place to avoid significant audit risk rating.

Orient the program team for appropriate financial dealing and documentation as desired by the project.

Ensure food, material and other logistics are timely available for meeting, training, workshop, seminar, campaign etc.

Prepare ToR/Agreement with house owner, vendors, suppliers, journalists (if needed), consultant etc.

Ensure 100% of purchases are done in accordance with the Procurement Policy as well as donor’s guidelines.

Provide support to procurement committee to complete the procurement timely, transparently and efficiently.

Ensure 100% supporting documentations with the payment requests for payment process which is carefully reviewed.

Ensure effective internal control in the financial management of the project.

Prepare pay rolls and ensure all salary payment through bank transfer.

Maintain personnel file with proper updated documents.
-
Work as a custodian of documents, information and resources of the project.

Prepare budget variance report, bank reconciliation report, inventory report etc.

Prepare financial report according to the project requirement and donor guideline ensure to send it within the timeline.

Prepare fund request and submit it to the donor following the guideline stated in ToR/MoU.

At least 20-30% time will be spent for program and field visit.

Practice, promote and endorse PSEA policy among team members and ensure the implementation of safeguarding standards in every course of action.

Always get ready to represent documents to internal and external visitors.

Ready to carry out any assignments given by the management.

Salary and benefits: 37,333 BDT with other benefits according to the project budget
