Requirements

Education

  • Masters in Law/ Applied Criminology and Police Management/Public Administration or Masters in relevant discipline.
  • Certified Security Management Professional from recognized institution will be given preference.

Experience

  • At least 5 years

    NGO, Development Agency

Additional Requirements

  • Age at least 30 years
  • Minimum 05 years of experience as Security Officer/In-Charge in any reputed organization
  • Retired defense personnel at the rank of Captain will be preferred.
  • Training: Completion of advanced security training program, crisis management courses, and Fire Fighting training.
  • Leadership Skills: Strong leadership and supervisory skills to manage a team of security personnel.
  • Management Skills: Strong management and organizational skills for overseeing security operations.
  • Problem-Solving Skills: Ability to analyze security risks, develop plans, and implement effective solutions.
  • Communication Skills: Excellent communication and interpersonal skills, as Security Officers often interact with various stakeholders, including senior management and external agencies.
  • Physical Fitness: Good physical condition, as the role may involve standing for long periods and physical patrolling.

Responsibilities & Context

The primary focus of this role is to assist the Senior Officer in HR & Admin in ensuring the safety and security of organization’s UNHCR Project implementing offices and warehouses. Responsibilities include managing grievance handling, ensuring the safety and security of both the Project Management Unit (PMU) office and camp offices. The incumbent will serve as the security focal point, overseeing security protocols, and conducting security training for all staff. The Admin & Compliance Officer will play the role of organization’s UNHCR security focal point, ensuring security training for all staff members. Additionally, he/she will conduct regular security assessments and share the security plan with the senior management.

Safety and Security Management:

  • Conduct regular security/Risk assessments and address identified vulnerabilities.
  • Ensure the physical safety and security of PMU office and camp offices.
  • Implement and maintain security protocols and measures.
  • Develop and implement security plans and procedures.
  • Conduct periodic audits to assess adherence to security and compliance standards.

Security Focal Point:

  • Act as the central contact for all security-related matters.
  • Liaise with external security agencies to enhance overall security measures.
  • Participate in the Donors security focal meeting receive the necessary direction and ensure the implementation in the project level.

Training, Documentation and Reporting:

  • Develop and deliver security training programs for all staff.
  • Regularly update training materials to reflect evolving security threats.
  • Coordinate with relevant authorities during crisis situations.
  • Maintain accurate records of security incidents and grievance resolutions.
  • Generate periodic reports on security and compliance status.

Grievance Handling & Compliance Monitoring:

  • Address and resolve grievances promptly and efficiently.
  • Establish effective communication channels for grievance reporting.
  • Assist Senior Officer HR & Admin to implementation of the organizational policies.
  • Ensure compliance with organizational policies, procedures, and relevant regulations.

Emergency Response & Others:

  • Develop and implement emergency response plans.
  • Maintain liaison with law enforcing agencies.
  • Assist HR & Admin Officer in the development and updating of security policies.
  • Perform other related duties as required.
