Project Overview and Role: The Feed the Future Bangladesh Inclusive Access to Finance Activity (IAF) is a $34 million, USAID-supported project that will unlock finance for small businesses and farmers, make agricultural supply chains more inclusive and sustainable, and improve inclusivity in the financial sector in Bangladesh. To accomplish this, IAF will engage strategic partners to deploy innovative solutions to address constraints in agriculture value chains and agriculture financing; deploy incentives and capacity building to financial institutions to expand appropriate and inclusive lending to or investment in agriculture; and engage the private sector to advocate for systemic improvements and scale social impact. From 2024 to 2029, The Bangladesh Inclusive Access to Finance Activity will unlock $448 million in finance, driving sustainable agricultural lending and promoting inclusive growth. By improving access to finance for farmers and micro-, small-, and medium-sized enterprises (MSMEs), and the policy environment in the financial sector, IAF with increase farmer revenue, create jobs, and contribute to Bangladesh’s economic growth in an inclusive and environmentally friendly manner.

Under the Regional Senior Manager, the Administration Officer will lead all administrative functions required for the Khulna office, including procurement and financial management.

Roles and Responsibilities:

  • Coordinate office logistics and services to maintain blanket purchase agreements and service agreements
  • Procure any needed goods, materials, and services for the project’s Khulna operations in a timely manner and in compliance with Palladium’s procurement policies, USAID regulations, and Government of Bangladesh rules and regulations
  • Collect and submit payments to the Finance Unit with proper documentation in a timely manner after completion of delivery and acceptance of the goods and services
  • Ensure office utility (water, electricity bill, telephone bill, and others) bills are received, provided to the finance unit, and submitted to the bank
  • Assist in planning and coordinating regional travel for the project staff and consultants
  • Assist in the organization and execution of training events and seminars to be implemented by the project
  • Manning of the telephone switchboard to provide and/or oversee telephone and fax communication for all staff
  • Receive clients and visitors, assist and resolve problems and inquiries of visitors
  • Travel to project activities in accordance with the project needs
  • Maintain any petty cash, participating in petty cash counts per the specifications of the Accountant and DFA
  • Complete six-month procurement plan in line with USAID requirements
  • Support IAF personnel in their day-to-day duties
  • Any other tasks as requested by the Director of Finance and Administration and Chief of Party

    Position Requirements:

  • Relevant bachelor’s degree preferred. Any training in the relevant field is advantageous
  • At least 3-4 years of experience of working in a similar position
  • Previous professional experience in administration and procurement
  • Prior experience on a USAID funded program highly desired
  • Progressively responsible experience in project operations, including logistics and procurement
  • Demonstrated experience coordinating and collaborating with various stakeholders
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities
  • Professional and mature demeanor and conduct
  • Written and spoken proficiency in English is required
  • Preference will be given to Bangladeshi nationals
