Brief description of the project:
The purpose of the Urban Health Activity is to strengthen urban health systems, with the goal of improving equitable health outcomes among all urbanites. To achieve its goal, the activity will work with municipalities and city corporations and focus investments on establishing and strengthening urban health systems to provide quality, equitable public health (including health services), optimize available resources, and become more resilient. This Activity will focus on the following four objectives: 1) Improve the capacity of local health authorities to conduct evidence-based analysis of local health systems and epidemiology for decision-making; 2) Institutionalize evidence-based planning; 3) Strengthen urban health systems; and 4) Strengthen urban health system resilience and responsiveness to shocks and stressors.
Job Summary:
The Advisor Climate Change & Disaster Management position is full-time with Dhaka, Bangladesh’s Bangladesh Urban Health Activity. The Advisor Climate Change & Disaster Management will utilize his/her in-depth contextual understanding, technical expertise, and relationship-building skills to define and implement UHA’s strategic goals for Climate Change and Disaster Management. The role will lead strategy development and the technical design and implementation of high-quality programs to reduce the impact of climate change-induced shocks and stress on urban populations. The Advisor will ensure that all climate change and health system resilience programs adhere to high technical standards and significantly contribute to UHA’s strategic objective (Objective -4). Additionally, the role will support various thematic technical advisors in integrating a climate-resilient health system perspective into programming, focusing on mitigating the impact of climate change and disasters on urban populations.
Primary Responsibilities & Duties
- Work closely with the Senior Technical Advisor, the Senior Advisor HSS, and relevant members to develop a strategy for mitigating climate-induced shock and stress and building a resilient health system in line with USAID and national guidelines.
- Facilitate capacity-building activities of UHA staff, LHAs (local health authorities), and other relevant stakeholders on critical technical approaches related to climate resilience and Disaster Management.
- Stimulate innovative actions to enhance health system resilience, considering the context of city corporations and municipalities. Introduce best practices and leverage existing in-country experience and comparative advantage.
- Provide oversight and guidance to the program implementation teams to ensure that climate resilience program components are technically sound; implementation methods are consistent with national and USAID strategies, acknowledged best practices (e.g., JSI’s Common Approaches, and global evidence), and likely to achieve scale, as well as equitable and sustainable results.
- Promote and monitor integrated programming in a way that increases the overall impact of health system resilience programs at the CAMs level.
- As needed, contribute to design project surveys, M&E tools, and other data collection tools. Undertake field visits to project sites; work with implementation teams to understand impacts and operational challenges; and continuously identify opportunities for learning and improvement.
- Jointly work with LHAs, continuously assess climate resilience needs, and ensure they are appropriately reflected in the CAM’s strategic plans and priorities.
- Contribute to organizational learning on climate change-induced shock & stress and health system resilience, ensuring that evidence and learning from the UHA project are shared within and across CAMs, line ministries, USAID, development partners, and the broader regional and global community.
- Develop a Partnership Strategy for Climate-induced shock & stress and health system resilience, and cultivate contacts and links with relevant organizations, platforms, networks, and stakeholders for joint programming and other forms of joint action.
- Ensure the quality, clarity, and consistency of technical components of internal and external reports (e.g., program reports, sit-reps, internal updates), working closely with program implementation, awards, advocacy, and communications colleagues as needed.
- Take the organizational leadership role in any emergency response by UHA/JSI.
