Additional Requirements

• Master’s degree preferably in Mass Communication and Journalism, Development Studies, Social Science, International Relations, or a related field from a reputed university.

• Minimum 6 years of professional experience in advocacy, communication, or media relations.

• Proven experience in advocacy campaigns, stakeholder engagement, content development, and media communication.

• Prior experience working in Cox’s Bazar or Chittagong Division and familiarity with the Chittagonian language will be an added advantage.

Technical Expertise, Skills, and Knowledge (Essential):

• Strong understanding of advocacy, strategic communication, and community engagement in humanitarian and development contexts.

• Proven experience in case story development, report writing, photography, and video documentation.

• Knowledge of social media, digital communication, and visual storytelling tools.

• Excellent writing and presentation skills in Bangla and English.

• Strong interpersonal and negotiation skills, with the ability to engage diverse stakeholders.

• Familiarity with HDP Nexus, governance, and social cohesion programming.

• Excellent time management, multitasking, and organizational skills.

• Willingness to travel frequently to project sites, including Rohingya camps and host communities.

Desirable:

• Capacity to work independently and collaboratively in complex, high-pressure field settings.

• Experience in peacebuilding, policy dialogue, CSO capacity development, or gender-responsive communication.

• Commitment to gender equality, child safeguarding, PSEA, and humanitarian principles.

• Familiarity with national and local media networks and advocacy coalitions.

• Understanding of Sphere Standards and NGO Code of Conduct.

• Strong proficiency in English and Bangla (both written and spoken).

• In-depth knowledge of local culture and social dynamics.

• Ability to perform effectively under pressure and adapt to demanding field conditions.

Responsibilities & Context

Project Context: Friends in Village Development Bangladesh (FIVDB) is going to implement the Strengthening Inclusive Governance and Adaptive Social Cohesion (SI GA) Project in Teknaf, Cox’s Bazar, supported by Welthungerhilfe (WHH) and BMZ (Federal Ministry for Economic Cooperation and Development). The project period is from 01 November 2025 to 31 October 2030, and it deliberately follows the HDP (Humanitarian, Development, Peace) Nexus approach to address the complex needs of both Rohingya and host communities. The project is centred on civil society organisation (CSO) strengthening, social cohesion, resilience, gender-responsive development, and the promotion of human rights. By empowering CSOs, the project aims to improve peaceful coexistence, enhance cooperation with government institutions, resolve conflicts, and build resilience to climate, security, and protection risks.

Advocacy and Communication Expert will be responsible for initiating certification from local authorities and maintaining communication with relevant government bodies, strengthening internal and external communication, promoting program achievements, and supporting advocacy efforts at the community, CSO, and institutional levels. This also includes documenting case stories, success stories, and visual materials that capture community impact, as well as facilitating stakeholder communication and advocacy at both local and national levels to promote governance and peace.

Key Responsibilities:

Key Area 01 – Technical Assistance and Leadership:

  • Lead the design and implementation of advocacy and communication strategies in line with project objectives and donor guidelines.
  • Initiate certification processes from local authorities and maintain communication with relevant government entities.
  • Develop and implement advocacy plans targeting local, regional, and national stakeholders to promote inclusive governance and social cohesion.
  • Coordinate and facilitate dialogues, policy forums, and workshops with CSOs, local leaders, and government officials.
  • Support the production of high-quality communication materials, including case stories, success stories, press releases, newsletters, and audio-visual documentaries.
  • Ensure consistent documentation of best practices, lessons learned, and community impact stories for visibility and learning purposes.
  • Collaborate with the MEAL and technical teams to generate evidence-based advocacy content.
  • Represent FIVDB and the project at advocacy platforms and coordination forums at the local, district, and national levels.
  • Maintain effective working relationships with external partners, media, and key stakeholders to ensure project visibility and alignment with national priorities.

Key Area 02 – Strategic Advocacy and Stakeholder Engagement:

  • Lead the design and implementation of advocacy strategies to influence policy and promote inclusive governance.
  • Build and maintain effective relationships with government institutions, CSOs, media, and national-level stakeholders to strengthen collaboration and social cohesion.

Key Area 03- Communication and Visibility:

  • Develop and implement communication plans to enhance project visibility at local, national, and institutional levels.
  • Prepare high-quality communication materials such as case stories, success stories, press releases, and video documentation to showcase project achievements and best practices.

Key Area 04- Capacity Building and Technical Support:

  • Strengthen the capacity of selected CSOs, Community-Based Organisations (CBOs), Civil Society Networks (CSNs), and Local NGOs in communication, advocacy, and media engagement.
  • Strengthen partners’ ability to design and deliver effective advocacy campaigns and manage external communications professionally.

Key Area 05- Documentation, Reporting, and Compliance

  • Ensure timely documentation of project activities, advocacy outcomes, and communication materials.
  • Maintain compliance with FIVDB and donor requirements, and ensure all outputs reflect organizational safeguarding, gender equality, and ethical communication standards.
