Additional Requirements

  • Candidates having at least 5 years of relevant working experience in the field of Disaster Management and/or the design, implementation, and monitoring of humanitarian assistance programs.
  • Demonstrated operational experience and understanding of disaster management, institutional preparedness, anticipation, and the role of CVA.
  • Red Cross experience strongly preferred especially experience in working with a National Society or working within the International Federation of the Red Cross and Red Crescent Societies.
  • Excellent verbal and written skills, and effective interpersonal skills
  • Must display flexibility, adaptability, initiative, results oriented behavior.
  • Excellent analytical skills, including the ability to synthesize, process and prioritize large amounts of information quickly.
  • Excellent computer skills with MS Office software, including Word, Excel, PowerPoint, and Outlook.
  • Comfort engaging with a variety of communication and project management platforms (e.g., Zoom, Click Up, Slack, Trello, MSTeams, among others).
  • Advanced knowledge of spoken and written English.
  • Fluent in speaking and writing Bangla.
  • Working proficiency in spoken and written Indonesian, Nepali, or Filipino (preferred)

The IFRC Country Office in Bangladesh has worked alongside the Bangladesh Red Crescent Society (BDRCS) for more than 30 years in humanitarian fields including disaster management, with a focus on the cyclone early warning and response programme in the coastal belt, and disaster preparedness and response during natural disasters.

The American Red Cross International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent (RCRC) Network to deliver critical assistance to some of the most vulnerable communities in the world.

American Red Cross is working in Bangladesh as an integrated partner of IFRC and a bi-lateral partner to support the disaster preparedness and humanitarian efforts of the Bangladesh Red Crescent Society (BDRCS).

Job Purpose:

The American Red Cross seeks an Anticipatory Action Regional Lead to provide technical support to the International Services Department’s (ISD) Asia Pacific (AP) Division. Specifically, this position will help advance American Red Cross Anticipation and early warning/early action activities in ISD’s AP focus countries in alignment with a department-wide Anticipatory Action strategy.

The Anticipation Action Regional Lead will work closely with AP Division and International Response Readiness teams in the International Services Department, Red Cross National Society Disaster Management Staff, International Federation of Red Cross/Red Crescent (IFRC) colleagues, and other relevant stakeholders to advance the ongoing implementation of Anticipatory Action in the Asia Pacific Division.

This position is based in the Asia Pacific region, outposted in Dhaka, Bangladesh, and includes up to 50% travel. The position reports to the Asia Pacific Deputy Director and is matrixed to the Sr. Global Anticipation Lead to ensure collaborative engagement.

Job Duties and Responsibilities:

Main responsibilities are:

  • Assist AmCross Asia Pacific personnel with country-level Anticipatory Action work planning through employing ISD AA guidance and tools
  • Provide technical advising to ISD country and division teams supporting National Society Anticipatory Action capacity building, including but not limited to:
  • Facilitating the development of NS forecasting and trigger models
  • Supporting the advancement of NS relationships with relevant government stakeholders
  • Securing NS Anticipatory Action financing, such as national funding, risk insurance schemes, simplified Early Action Protocol (EAP) and EAP development, and the DREF for Imminent Crisis
  • Building institutional systems, processes and expertise to increase the implementation speed and scale of NS Anticipatory Action programming
  • Identifying opportunities for building Anticipatory Action research, learning and evidence
  • Support ISD DMERL colleagues in baselining Anticipatory Action National Society capacity in ISD focus countries
  • Facilitate trainings, workshops and other events as necessary to support the learning and development of ISD, NS and other RC Movement staff
  • Where appropriate, coordinate knowledge sharing and engagement between AP focus countries on AA topics
  • Establish a strong working relationship with key Anticipation actors in the AP region and represent the American Red Cross in regional meetings, dialogue platforms and working groups as required
  • Document and share comprehensive updates on ISD Anticipatory Action developments and opportunities in the AP region with AP leadership, the Sr. Anticipation Global Lead and other key stakeholders
  • Support the program design for proposal development with Anticipation components
  • Ensure that donor obligations are met and that the American Red Cross proactively captures program outcomes and learning
  • Other duties as assigned in support of the Anticipatory Action portfolio

Travel: Up to 50% travel may be required.
