Additional Requirements

  • Age 25 to 40 years
  • Experience: Minimum 05 years’ experience in the relevant field.
  • The applicants should have experience in preparing sales proposals, tender proposal documents, etc.
  • The applicant should have sound knowledge on Public Procurement Act 2006, Rules 2008, e-Government Procurement (e-GP) System and approval process.
  • Sound Knowledge of Development Project Proposal (DPP), Feasibility Study (FS), Concept Paper, Strategy Paper, etc.
  • The applicants should have experience in sales and marketing, particularly in equipment, machinery, and IT.
  • Candidates with work experience with government offices, especially the Secretariat, WASA, BIWTA, BIWTC, Ministry of Health, Railway, Civil Aviation, Land Port Authority, Port Authorities, etc. will get preferences.
  • Candidates having work experience with different donor agencies like KEXIM, EDCF, JICA, NDB, ADB, WB, etc. will get preferences.
  • Willingness to learn and work beyond office hours.

Responsibilities & Context

  • Do Meeting/interaction with customers/consultants/network in the relevant industry to explore new business opportunities.
  • Create and maintain close information network/liaison with relevant ministries, development partners and other relevant Govt. department.
  • Follow-up projects from the planning (Feasibility Study/DPP) stage or development of projects with relevant Govt., Semi Govt.  & Private sector.
  • Prepare tender proposals (Manual & e-GP)/contracts by consultation with Commercial, Engineering, and legal team.
  • Ensure submission of each tender/RFQ/EOI/Quotation within the specified time and accurately.
  • Follow-up closely the pre-tendering & post-tendering status with customer, manufacturer etc.
  • Follow up closely the file movements of related project within the stakeholders like ministry, secretariat, EPC etc.
  • Conduct market research to identify marketing possibilities and evaluate customer needs.
  • Prepare different business agreements (Joint-Venture Agreement, MOU, Co-operation Agreement, Power of Attorney, Consortium Agreement etc.) and drafting different letters.
  • Source items/equipment required for business development/tender proposal submission from international & local markets.
  • Assist technical team for preparing Bill of Quantity (BOQ), Checking Bills, Rate Analysis and Quality Control etc. for different Projects.
  • Monitor contract compliance with established procedures, ensure all contracts are signed and delivered to relevant parties.
  • Prepare Contract Documentation, Expression of interest, pre-qualification; Contract administration; Post Contract Management of projects: valuations, variations, cost reporting, Named and Nominated Sub-Contractors.
  • Prepare the appeal in CPTU in accordance with PPR 2008 & follow-up the appeal with the review panel of CPTU.
