Program Brief

Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Recently IRC has also introduced two new programs: Protection Rule of Law (PROL) and Education. IRC will continue working in both the camps and host community, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC will grow over time its geographic coverage within Cox bazar and to other parts of the country, thus expand its networks and partnerships around emergency preparedness and response work, reach beyond the Rohingya refugees, also targeting the vulnerable host groups in Cox Bazar and other parts of Bangladesh.

Purpose of the Role

IRC is seeking an Assistant – Safety Security & Access for its Bangladesh Country Program, based in Teknaf with frequent travel to program locations. The Assistant – Safety Security & Access will work with the Security Officer to ensure that filed operations security procedures are adequate and managed in Teknaf.

Under the supervision of the Coordinator Safety Security & Access, the Assistant – Safety Security & Access will support managing physical security systems of different facilities in Teknaf, and implement IRC’s Security Management Plan, Standard Operating Procedures (SOPs), Contingency Plans (CPs) and risk assessments. The Assistant – Safety Security & Access will assists conduct onsite training for staff and drivers.

Highlights of Key Responsibilities

Physical Safety & Security Management:

  • Ensure all physical security measures in the different sites are operational and adequate
  • Supervise guard deployment in office, warehouse and camp facilities
  • Periodically practice emergency response plan in all facilities
  • Periodically check operational capacity of the CCTV, record and troubleshoot as and when required. (when available)
  • Train security guards/volunteers in basic security management (Guarding, incident reporting etc.)

Monitoring, Analysis & Reporting:

  • Monitor local security situation and report daily.
  • Visit camp/program area on a regular basis. See camps of safety and security situation in connection to local crimes, law and order, political movement, tension between the communities, etc.

Contingency Support:

  • Ensure all contingency materials are present in office/warehouse/guest house. Report for replenishment
  • Support to prepare route map and camp risk mapping

Access Management:

  • Develop ongoing relationships with local authorities as needed and other power brokers within IRC’s operational areas.
  • In coordination with Managers, liaise with relevant security actors e.g., other UN/NGO Security Focal Point, local community partners, local authorities etc.
  • In coordination with CSS&A support field team to manage context appropriate approaches to assure IRC facilities are suitable secure.
  • Work closely with IRC field teams to ensure all incidents and accidents are followed up with an official written report.

  • Safety and security incidents are reported and managed
  • IRC drivers in Teknaf are receiving safety briefing and guideline
  • Staffs and incentive workers are receiving safety & security awareness training
  • Staffs and incentive workers are receiving fire safety and emergency management training
  • Close liaison and coordination with LEA in the area of responsibility
