Requirements

Education

  • Bachelor’s Degree in Business Administration, Business Studies, Commerce, Management, Logistics, Supply Chain Management, or any other relevant disciplines.
  • Preferable – Master’s Degree in a relevant field.

Experience

Other Desirable Requirements:

-Preferably, 3–4 years of experience in capacity-building, learning, and training in supply chain management and development. Supply Chain Management and Logistics in a humanitarian context is preferable. Particularly specialized in the learning, training, and development of staff, employees, and people.

-Previous experience working with a non-governmental organization, UN, or local organization.

-Previous experience in conducting and managing training sessions.

-Previous knowledge in capacity-building, learning, training, and development systems; methodology; modules; & material development.

-Previous knowledge in training facilitation/ arrangement & coordination/ follow up/ development measurement for Staff/ Employees/ People is a strong asset.

-Previous knowledge in developing resourceful, attractive & creative training content/ module/ material/ presentation.

-Experience in humanitarian settings.

-Experience working in the supply chain, storage, transport/ fleet, and capacity development sector.

-Experience working in a multidisciplinary context.

-Knowledge of humanitarian or development context.

-Good oral and written communication skills in Bengali and English are essential.

-Computer knowledge (MS Office package- including Excel & Powerpoint presentation- Both in English and Bangla).

-Able to work in challenging conditions.

-Experience working within a team and being a team player.

-Multi-tasker and ability to work under immense pressure.

-Rigorous and organized.

Responsibilities & Context

Reporting to the Project Manager/Senior Project Manager/Area Manager, the ATLAS Senior Officer-Capacity Building & Partner Coordination contributes to the implementation of the mandate and deploys all the Atlas Training to the humanitarian stakeholders (NGO Partners, suppliers, conveyors, drivers, and daily workers) in Cox’s Bazar area. The ATLAS Senior Officer-Capacity Building & Partner Coordination contributes to the implementation of his/her project, ensuring the optimal quality and impact of the project. He or she works closely with the Atlas Transport and Storage team.

Responsibility 1: Plan and analyze the HI/AL capacity-building program

  • Identify and analyze the humanitarian stakeholders’ needs in terms of capacity building (related to the supply chain)
  • Coordinate and implement HI/AL’s capacity-building program following donors’ targets.
  • Create, review, improve, and make available training support.
  • Coordinate and work with the Atlas Transport & Storage team while planning training modules & schedules.
  • Work on introducing new training as well as improving the existing training modules in collaboration with HQ focal.

Responsibility 2: Manage HI/AL capacity-building activities

  • Organize the training: determine and share a monthly plan with humanitarian stakeholders, raise adequate PSRs, find external facilitators if needed, and communicate with participants and the log sector.
  • Archive the required training documents for supply chain and future reference. Such as meeting minutes, ToR, attendance, PSR, pre-post test, training satisfaction survey, training reports, etc.
  • Facilitate or co-facilitate all the training.
  • Provide feedback and guidance to HI/AL colleagues for capacity-building tasks, in collaboration with the ATLAS Project Manager.
  • Ensure the involvement of internal and external facilitators in the capacity-building program.
  • Coordinate with national and international co-donors and co-facilitators of the training.

Responsibility 3: Monitor HI/AL capacity-building activities

  • Ensure that HI’s standards, policies, processes, and tools are respected and applied to the HI/AL capacity-building program
  • Ensure data collection and analysis for the HI/AL capacity-building program.
  • Create or review a tool to ensure proper data collection and program monitoring following log frame indicators.
  • Evaluate HI/AL training and its impact on all humanitarian stakeholders.
  • Monitor the HI/AL partner’s satisfaction with capacity building.
  • Maintain capacity building archives in adequation with HI standards.
  • Keep the partner’s database up-to-date for smooth partner’s communication.
  • Keep the local and global databases up to date.

Responsibility 4: Representation and coordination

  • Represent HI/AL during training managed by other partners (if needed)
  • Be the focal point for capacity-building activities and identify the CB training requirement of actors
  • Regularly communicate with partner organizations’ designated focal person for 100% staff participation.
  • Ensure the impact of the training among the partners and scrutinize the field-level improvement.

Responsibility 5: Partnership Coordination

  • Coordinate and engage all potential actors who are critical for achieving logistic management.
  • Identify and prioritize the actors, especially the national NGO’s and INGOs, who are to be reached with capacity-building training
  • Initiate effective and collaborative communication with partners to ensure the professional development of individuals in daily log operations.

Responsibilities 6: Other

  • Ensure compliance with HI technical standards and the Code of Conduct.
  • Ensure PSEA and Child Safeguarding standards are upheld.
  • Take the initiative to organize monthly Atlas team internal meetings.
