Education

Bachelor/Honors
Bachelor or Master’s degree in URP, Development Studies, Social Sciences, Media and Communications, English, Statistics, or any related discipline from any UGC approved reputed institute

Experience

At least 6 years
The applicants should have experience in the following business area(s): NGO, Development Agency

Additional Requirements

Strong knowledge of Knowledge Management and Information Management principles
Strong analytical thinking and data interpretation skills with facilitation and presentation
Good understanding of programme cycle management and results-based management
Strong report writing, proposal development and editing skills

Knowledge of MIS/database systems and digital information-management tools
Good knowledge of Microsoft Office, particularly Excel, Word and PowerPoint
Experience with data visualization/dashboard tools is desirable.

Job Purpose:

The Manager – Knowledge Management, Monitoring and Evaluation will lead the development and effective management of knowledge management, information, documentation, learning and evidence systems for the HCMP–FSSL (Food, Securities, Skills and Livelihood) Programme. The position will ensure that programme information, data, lessons learned, good practices, innovations, evidence and institutional knowledge are systematically captured, validated, analyzed, documented, stored and shared to support evidence-based programme management, quality improvement, accountability, donor reporting, resource mobilization and organizational learning. The position will work closely with FSSL programme teams, MEAL, Finance, Communications, Programme Development, HR and other relevant functions to strengthen information flow, documentation quality, data use and knowledge-sharing across the programme.

Key Responsibilities:

Knowledge Management Strategy and Systems

Develop and operationalize an effective FSSL Knowledge Management framework and action plan aligned with HCMP and organizational priorities

Establish and maintain systematic processes for capturing, organizing, storing, retrieving and sharing programme knowledge

Develop appropriate knowledge repositories, databases, information systems, dashboards and digital filing structures

Ensure proper version control, document classification, access management and archiving of key programme documents

Maintain an updated institutional knowledge base covering programme approaches, tools, SOPs, guidelines, assessments, reports, learning and good practices.

Ensure that critical institutional knowledge is retained during staff transitions and programme/project closure.

Programme Documentation and Institutional Memory

Lead systematic documentation of programme implementation, achievements, innovations, challenges, adaptations and lessons learned

Ensure proper documentation of programme models, processes, SOPs, tools, training materials, assessments, case studies and implementation experiences

Develop and maintain a structured digital repository for programme documents and knowledge products.

Coordinate with programme teams to ensure timely submission and proper filing of key documents

Develop documentation standards and templates to improve consistency and quality across FSSL

Data, MIS and Information Management

Coordinate with MEAL and programme teams to strengthen MIS, information management and data-use systems

Support the development and maintenance of programme databases, trackers and dashboards

Ensure programme data and information are appropriately structured for analysis, reporting and decision-making

Coordinate with relevant teams to identify information gaps, inconsistencies and data-quality issues and facilitate corrective actions

Promote appropriate use of disaggregated data, including sex, age, disability, location, participant category and other relevant programme characteristics

Translate programme data into meaningful information and management insights

Ensure appropriate data protection, confidentiality and responsible information-management practices

Reporting, Knowledge Products, Learning and Evidence Generation

Support the preparation of monthly, quarterly, semi-annual, annual and final programme reports, as required

Coordinate with programme and MEAL teams to ensure consistency between programme data, narrative reporting and supporting evidence

Develop high-quality knowledge products, including: Learning briefs, Programme briefs, Case studies, Success stories, Lessons-learned documents, Good-practice notes, Programme snapshots, Factsheets, Presentations and Infographics and dashboards

Ensure all knowledge products are evidence-based, accurate, concise and suitable for the intended audience.

Support development of donor-facing evidence and documentation for proposal development, concept notes, donor visits, reviews and resource mobilization

Establish mechanisms for regular programme learning and reflection

Facilitate learning sessions, after-action reviews, reflection meetings and knowledge-sharing events

Identify and document promising practices, innovations, implementation challenges and adaptive solutions

Work with programme and MEAL teams to convert monitoring findings and programme evidence into actionable learning

Support evidence generation around programme effectiveness, relevance, sustainability, inclusion and value for money

Maintain a repository of key programme learning and ensure findings are communicated to relevant decision-makers

Programme Quality and Continuous Improvement

Use programme information and learning to support evidence-based decision-making and adaptive programme management

Identify recurring implementation issues and facilitate documentation of corrective actions and solutions

Support programme teams to institutionalise lessons learned and good practices

Monitor the quality, completeness and timeliness of programme documentation

Promote a culture of documentation, learning, accountability and evidence-based management across FSSL

Coordination with Programme and MEAL Teams

Maintain close coordination with all FSSL components, including Food Security, Skills, Livelihoods, Entrepreneurship, Digital Skills, Financial Literacy, Employment/Market Linkage and other programme areas, as applicable

Coordinate with MEAL to ensure alignment between programme monitoring, data systems, evidence generation and knowledge products

Work with sector leads and programme managers to identify priority documentation and learning areas

Coordinate with the PDDR/Reporting function to ensure consistency and quality of programme information used in donor reports

Facilitate cross-sector knowledge sharing and ensure relevant lessons are disseminated across programme teams

Capacity Building, Communication and Knowledge Dissemination

Build the capacity of programme staff on Knowledge management, Documentation, Data management, Information organization, Evidence generation, Case-study development, Lessons-learned documentation, Use of knowledge repositories and dashboards

Develop simple guidance notes, templates and tools to support quality documentation at field level

Provide technical support to staff to improve the quality and usability of programme information

Coordinate with Communications/Advocacy teams to develop evidence-based programme communication materials

Ensure programme achievements and learning are communicated through appropriate internal and external platforms

Support preparation of presentations and briefing materials for donors, government counterparts, UN agencies, partners and other stakeholders

Ensure appropriate recognition of programme contributions while maintaining organizational, donor and safeguarding requirements

Proposal Development and Resource Mobilization

Provide programme evidence, statistics, learning and documented results for concept notes, proposals, donor submissions and funding applications

Maintain an updated repository of programme achievements, participant reach, outcome-level evidence, innovations and lessons learned for resource mobilization

Support programme teams in presenting evidence and results in a clear and compelling manner

Contribute to development of evidence-based theories of change, intervention rationales and programme learning sections

Safeguarding Responsibilities:

Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment

Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action

Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so
