Responsibilities & Context

This position is responsible for assisting the Cluster Focal Coordination & Technical Support – Shelter, Project Manager, and Sector Lead – Shelter in contributing to the planning, designing, supervision, implementation, and management of Shelter & Site Improvement activities. Additionally, it is responsible for ensuring the quality of works, resource management, distribution point management, documentation management, logistic management, other stakeholder management, GoB/Donor focal management of BRAC Shelter Project under HCMP, and a willingness to spend 80% of time/days in fieldwork and 20% in official duties.

Camp Management:

  • Provide guidance and technical and management support to the Technical Officer-Shelter and Field Assistant-Shelter. Ensure the smooth implementation of project activities in line with sector guidance and standards.

  • Maintain regular tracking and updates on Shelter and Site Development activities, making necessary adjustments to ensure the timely completion of all construction and reconstruction work.

  • Monitor the timely distribution of shelter materials and necessary accessories to the selected beneficiaries.

  • Maintain proper documentation of Shelter and Site Development activities.

  • Prepare daily, weekly, and monthly reports and submit them to the line manager on time. Also, assist the Project Manager and Sector Lead, Shelter, in preparing the half-yearly, yearly, and project closing reports.

  • Contribute to and assist the Project Manager and Sector Lead Shelter in planning, designing, and managing Shelter & Site Improvement activities, especially budget segregation, activities planning, and the Annual Operation Plan (AOP).

  • Identify the most appropriate project intervention based on needs assessment through field observation, Focus Group Discussions (FGD), and close collaboration with community people, Mahji, and other stakeholders.

  • Ensuring a transparent IOU process with conducting random inspections of the payment process, and consistently monitoring timely payments to labor.

    Quality and Quantity Assurance:

  • Frequently field visits of shelter and site development interventions to ensure the quality of construction, identify any issues, and provide timely feedback for corrective action.

  • Ensure proper operations of the distribution point, including safe receipt, storage, retrieval, and timely dispatch of materials.:

  • Maintain close relationships and contacts with relevant managements and sectors within the organization.

  • Collaborate with Procurements, Finances, Admin and Logistics teams, as well as Site Management, GoB officials, Donor focal, community members, and external stakeholders.

  • Attend weekly sector and coordination meeting in CiC Office regularly and update the work progress including reporting and other relevant issues.

    Training and Capacity Building:

  • Facilitating team building, enhancing staff capacity through training, and ensuring effective resource management at camps.

    Safeguarding:

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme’s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
