Responsibilities & Context

The Camp Manager is responsible for the overall management of assigned camps within the Rohingya refugee settlement, ensuring effective coordination and collaboration among humanitarian actors and service providers. This includes managing multi-sectoral services (shelter, WASH, protection, health, education), providing strategic leadership, ensuring accountability to affected populations, and leading emergency response initiatives. The Camp Manager will also facilitate stakeholder engagement and maintain strong relations with local authorities, including the Camp in Charge (CiC), humanitarian agencies, and the affected population.

Camp Management and Coordination:

  • Supervise and manage all camp activities and staff, including shelter, community mobilization, protection, camp management, WASH, education, and distributions

  • Establish and oversee sectoral coordination mechanisms at the camp level, ensuring alignment with relevant policies, technical standards, and legal obligations

  • Serve as the primary focal point for service providers and stakeholders, including CiC, UNHCR, and humanitarian partners, maintaining efficient coordination and collaboration to ensure consistent service delivery

  • Actively participate in strategic discussions through the Government of Bangladesh’s camp coordination mechanism, advocating for resources, protection concerns, and critical service provision for the camp population

  • Conduct regular assessments to identify service gaps and protection needs within the camp, addressing these through advocacy with government authorities, humanitarian partners, or sector forums.

Leadership and Team Management:

  • Manage and support large, diverse teams, promoting high performance, adherence to humanitarian principles, and a positive work culture

  • Lead by example to foster a collaborative, inclusive environment, ensuring all staff understand and follow code of conduct and protection standards

  • Facilitate continuous capacity-building initiatives for camp management staff, ensuring their skills align with global best practices

  • Represent camp management interests in local, ISCG, and RRRC-led forums, advocating effectively to ensure alignment with broader humanitarian goals

Emergency Preparedness and Response:

  • Oversee the camp’s emergency preparedness and response mechanisms, including early warning systems, contingency planning, and emergency supply prepositioning

  • Coordinate emergency aid provision and lead response efforts during crises, ensuring swift, efficient action with minimal disruption to essential services

  • Develop disaster risk reduction strategies and implement measures to mitigate natural hazard impacts on camp residents

Community Engagement and Accountability:

  • Facilitate active community participation in camp decision-making through structured governance and participation mechanisms, representing diverse groups, including women, youth, and marginalized communities

  • Promote accountability to affected populations by establishing feedback and complaint mechanisms, fostering a culture of transparency and responsiveness

  • Support community-based initiatives, empowering residents through refugee-led efforts integrated into broader camp management

Core Humanitarian Standards and Quality Assurance:

  • Uphold Core Humanitarian Standard (CHS) principles, ensuring all camp management operations reflect accountability, respect, and inclusion

  • Implement mechanisms to monitor service quality, ensuring adherence to humanitarian best practices and sector standards, while promoting continuous improvement through robust monitoring and evaluation

  • Encourage transparency and ethical conduct in all camp activities, ensuring clear communication and understanding of policies, services, and procedural information among all residents

Operational Oversight and Compliance:

  • Oversee finance, administration, logistics, and quality assurance for project implementation, ensuring compliance with organizational and donor requirements

  • Develop and monitor the camp’s procurement plan, collaborating with Logistics, Procurement, Finance, and Operations teams to ensure efficient, timely, and cost-effective procurement and distribution

  • Ensure proper care and maintenance of camp infrastructure, including initiating new construction or repairs as needed. Supervise contracts and services related to camp maintenance, infrastructure, and related logistical support

Reporting, Documentation, and Communication:

  • Prepare and submit timely, accurate project reports, including narrative, indicator tracking, and financial reports to ensure progress tracking, impact measurement, and accountability

  • Document all camp activities comprehensively, maintaining records in line with global standards, including service mapping, beneficiary tracking, and incident logs

  • Draft and review detailed reports and communications for donors, humanitarian partners, and internal stakeholders, articulating complex and sensitive issues with clarity and precision

Safety and Safeguarding:

  • Ensure the safety of Programme Participants, people who come into contact with the organization and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme’s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action

  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so
