Responsibilities & Context
The Red Cross Red Crescent movement is the largest volunteer organization in the world. The Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President’s Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to vulnerable people over the last 48 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.
Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position under Myanmar Refugee Relief Operations (MRRO) at Cox’s Bazar:

Job Purpose
A Camp Officer is in charge of the day-to-day MRRO operations of the camp. Throughout camp, s/he must portray a management, professional, and approachable demeanor whilst ensuring all safeguarding policies are adhered to. S/he must be able to act with initiative when needed to manage situations.
As a Camp Officer, s/he will be responsible for directly managing the staff at the camp and ensuring that each one is fulfilling their role requirements whilst adhering to the Camp Policies & Procedures. S/he will be required to hold regular personal development with all the team, of which, feedback should be reported directly to the Programme Manager. The Camp Officer must always clearly understand the camp, its procedures, and the dynamics of how it works, and all staff must reflect this.
Part of her/his role will be to pro-actively pre-plan the day’s activities using the equipment available. This will need to be communicated with her/his team as part of a morning briefing. Feedback should also be actively gathered by means of an end-of-day debrief, the contents of which must be shared via email with the Programme Manager. All Camp Officers will be required to provide in-depth feedback on how MRRO can improve its service delivery for vulnerable people.
Under the direct supervision of the Programme Manager, the Camp Officer will be responsible for overall responsible of the Camp level activities of Myanmar Refugee Relief Operations (MRRO) of BDRCS. The position will work closely with the UNHCR, the Refugee Relief and Repatriation Commissioner (RRRC) Registration team and MRRO management at Cox’s Bazar.
Position Summary: The Camp Officer will provide direction and guidance to Facility management in the interpretation and application of relevant policies, practices and procedures. Supervise and manage a team of NFI & LPG distribution staff, providing training, guidance, and support as needed. Develop and implement efficient distribution processes and procedures to ensure accurate and timely completion of tasks. Assisting the FSMU of UNHCR and RRRC and MRRO with the collection of all information and reporting in a timely manner for UNHCR and internal purposes of BDRCS. The Camp Officer is responsible for producing periodic reports on Myanmar Refugee Relief Operations (MRRO) activities at the camp level for the project management team. The Camp Officer will support the MRRO personnel to follow good practices in PSEA implementation, while the final responsibility for institutional PSEA efforts lies with the BDRCS Management.
Duties and Responsibilities:
The responsibilities include but are not limited to:
- Responsible for Camp Management according to the MRRO plan
- Distribution Point supervision and management of staff and Volunteers deployed in the field
- Procurement plan and Physical verification of logistics and stocks.
- Collaboration and meeting with government, actors, and stakeholders in the Camps.
- Organize and lead the distribution, monitoring, and emergency activities in the field.
- Prepare regular reports of distribution and activities and coordinate with the Control office.
- Manage and coordinate projects related to the establishment or improvement of Distribution points,
- Support the distribution team for distributing NFI & LPG among refugees/FDMNs and record information collected into UNHCR ProGres and the GDT.
- Oversee the repair works of facilities, ensuring compliance with safety regulations,
- Monitor project progress, identify potential risks or issues, and implement solutions to ensure timely completion,
- Liaise with government agencies, community partners, and internal teams to facilitate project communication and alignment
- Participate in internal meetings, outside meetings, and weekly meetings.
- Ensuring that the facility remains clean, sanitary, and well-organized.
- Responsible for ensuring all project documents and records are maintained,
- Perform other duties as may be assigned. Any other relevant duties as requested by the line manager/concerned authorities.
