  • Professional experience in counselling and implementing activities for women and girls or proven engagement in women’s rights/groups is desirable, not essential.Delivered direct case management services to survivors of Gender-Based Violence (GBV), which included conducting initial assessments, creating personalized care plans, and making referrals to services such as legal aid, healthcare, and psychosocial support.
  • Led case conferences with a multidisciplinary team, ensuring that all relevant parties were informed of the survivor’s needs and progress while strictly maintaining confidentiality.
  • Supervised and mentored a team of caseworkers and social workers, providing technical advice on best practices in GBV case management and ensuring the application of survivor-centered approaches
  • Languages: Proficiency in English and Bengali. Knowledge of Chittagonian dialects is an advantage.

Required Competencies: Knowledge, Skills & Abilities

GBV Case Management:

  • Strong understanding of GBV case management principles, including conducting assessments, creating care plans, making referrals, and providing follow-up support.
  • Knowledge of survivor-centered approaches and confidentiality protocols within GBV services.

GBVIMS Management:

  • Expertise in using and overseeing the GBVIMS, including data collection, storage, analysis, and reporting.
  • Ability to train and mentor staff on the correct and ethical use of the GBVIMS.

Data Analysis and Management:

  • Proficiency in data entry, quality control, and data analysis to ensure accurate reporting and informed decision-making.
  • Ability to generate, interpret, and use GBVIMS reports to enhance program outcomes.

Monitoring and Evaluation:

  • Experience in developing and applying monitoring and evaluation tools to measure the effectiveness of case management and GBVIMS activities.
  • Capability to prepare comprehensive reports on program progress, challenges, and key accomplishments.

Interpersonal and Communication Skills:

• Competence in providing technical guidance and supervision to case management teams to ensure high-quality service delivery.

• Leadership skills to effectively lead case conferences, review meetings, and team collaborations.

Training and Capacity Building:

  • Strong facilitation and training abilities to enhance the skills of case management staff in GBV case management and GBVIMS.
  • Experience in developing training materials and resources to support staff professional development.

Collaboration and Coordination:

  • Excellent interpersonal skills to work collaboratively with program staff, local and national authorities, UN agencies, INGOs, NGOs and other stakeholders.

Responsibilities & Context

Reported To: Project Officer-GBV

Job Purpose of Case Management and GBVIMS Officer:

Under the overall supervision the GBV Officer, and direct supervision of GBV Officer of the Pulse Bangladesh Society Cox’s Bazar, Bangladesh, the successful candidate will be responsible for implementing the static and community level activities as part of Pulse BD’s GBV programme focused on risk mitigation, prevention, and response for the host community humanitarian response. The Case Management and GBVIMS Officer will be involved in case management processes, groupbased psychosocial activities, community outreach efforts, and capacity building.

The Case Management and GBVIMS (Gender-Based Violence Information Management System) Officer will offer technical guidance and leadership to case management teams, ensuring they deliver top-quality care to survivors of Gender-Based Violence (GBV). This position entails overseeing case management processes, guaranteeing the correct and ethical use of GBVIMS, and contributing to staff capacity building.

Key Responsibilities:

Case Management:

  • Provide technical support and supervision to GBV caseworkers to ensure the delivery of high-quality case management services, including assessments, case planning, referrals, and follow-ups.
  • Ensure that GBV response programming, meets Pulse BD, IRC and international standards adhering to a women-, girl- and survivor-centered and feminist approach and volunteers are supported to build and strengthen their practice in this area.
  • Ensure that case management services adhere to established standards and guidelines, with an emphasis on confidentiality and a survivor-centered approach.
  • Conduct regular audits of case files and give constructive feedback to caseworkers to improve service quality.
  • Help develop personalized care plans that meet the specific needs and goals of survivors.
  • Facilitate case conferences, case discussion and review meetings with case management teams and stakeholders
  • Ensure that cases are documented accurately and promptly in line with organizational policies and procedures.
  • Ensure support for women and adolescent girls, including psychological support , safe referrals and information sharing, adheres to best-practice principles when working with women and girl survivors of GBV.
  • Align with internal and inter-agency Protection against Sexual Exploitation and Abuse (PSEA) policies and procedures, reporting SEA through the IRC mechanisms
  • Oversee the use of the case management system across the organization.
  • Extract, analyze, and manipulate data from the case management system for the purpose of presenting it to senior management.
  • Develop and support the implementation of service mapping and service quality audits so the case workers have up to date and detailed information for referrals.
  • Ensure quality of care for case workers.
  • Hold daily planning and debriefing sessions case workers in particular to gain learning and feedback from the team.
  • Mentor and support staff professional development and foster a positive team spirit to encourage innovative and quality programming

GBVIMS Management:

  • Manage the implementation and upkeep of the GBVIMS and GBVIMS plus ( version 2) , ensuring that data collection, storage, and analysis are secure and conducted ethically.
  • Train and mentor staff in the correct use of the GBVIMS and GBVIMS plus ( version 2) to ensure accurate data entry and reporting.
  • Oversee data quality within the GBVIMS, working with the data management team to resolve any discrepancies or issues.
  • Generate regular reports from the GBVIMS to support program planning, monitoring, and advocacy.
  • Use GBVIMS data to improve service delivery and inform program decisions, while maintaining strict confidentiality and data protection standards.

Capacity Building:

  • Identify training needs for the case workers and support the organization and facilitation of training to meet those needs, in collaboration with the IRC.
  • Develop training materials and resources to enhance the professional development of case management staff.
  • Stay current with best practices and emerging trends in GBV case management and GBVIMS, integrating them into program activities.

Coordination and Collaboration:

  • Collaborate with other program staff, including those in health, protection, and psychosocial support, to ensure comprehensive care for survivors.
  • Work with local and national authorities, UN agencies, NGOs, and other stakeholders to coordinate GBV response efforts and share best practices.
  • Participate in relevant coordination meetings, case management working groups, and GBV clusters.

Monitoring and Reporting:

  • Create and implement monitoring tools to assess the effectiveness of case management and GBVIMS activities.
  • Prepare regular reports that highlight the progress, challenges, and key achievements of case management and GBVIMS activities.
  • Support the preparation of donor reports and proposals as needed.
