Essential Qualifications:
- At least 7 years of experience in gender justice, women’s rights, or related fields, with at least 3-5 years in a leadership or managerial role.Basic knowledge of gender-based violence, sexual violence, domestic violence, child marriage, and women’s empowerment issues in the context of Bangladesh.
- Proven experience in project management, including developing and managing budgets, staff, and resources.
- Familiarity with legal frameworks, policy advocacy, and the justice system in Bangladesh.
- Experience working with government stakeholders, civil society organizations, and local communities.Strong communication, negotiation, and presentation skills.
- Demonstrated ability to work under pressure, meet deadlines, and manage multiple tasks effectively.
- Proficiency in written and spoken Bengali and English.
Desirable Skills:
- Experience in fundraising and resource mobilization for gender justice projects.Familiarity with international human rights and legal standards in particular on gender equality.
- Capacity to foster cross-cultural understanding and work in diverse settings.
- Proficiency in MS Office (Word, Excel, PowerPoint, Google Docs).

Responsibilities & Context
Job Context: The Cluster Lead for Gender Justice will oversee and manage the implementation of the Gender Justice Cluster’s projects, ensuring that activities are carried out effectively and efficiently in line with BLAST’s goals. This includes overseeing project planning, management, staff coordination, resource mobilization, budget management, and partnerships with stakeholders at various levels.
Job Responsibilities:
Leadership & Management:
- Lead and supervise the Gender Justice Cluster, ensuring all activities under the cluster are implemented according to the agreed work plans and objectives.
- Ensure effective management and support of the cluster staff, including providing guidance, support, and professional development opportunities.
- Monitor project progress, track outcomes, and provide regular reports to the Director Programmes and other relevant stakeholders.
- Promote an enabling work environment, fostering teamwork and collaboration within the cluster and other clusters and departments across the organisation.
Project Implementation and Monitoring:
- Oversee the successful implementation of all projects under the Gender Justice Cluster, ensuring alignment with BLAST’s mission and objectives.
- Coordinate with the project teams to develop work plans, and timelines, and ensure the timely delivery of outputs and outcomes.
- Monitor and evaluate the effectiveness of each project, adjusting strategies as needed to ensure progress toward goals.
Resource Management and Budget Oversight:
- Develop, manage, and monitor the budgets for the Gender Justice Cluster projects, ensuring funds are used efficiently and in line with BLAST’s policies.
- Support the fundraising and resource mobilisation efforts for the cluster, engaging with donors, government stakeholders, and other partners to secure financial support.
- Ensure compliance with financial and operational procedures, conducting regular reviews and audits.
Stakeholder Engagement and Advocacy:
- Build and maintain strong working relationships with key government stakeholders, including ministries, law enforcement agencies, the judiciary, lawmakers, and other relevant authorities.
- Coordinate with non-government stakeholders- such as civil society organisations, lawyers, medical professionals, academics, and community leaders – to foster collaboration and strengthen advocacy for gender justice.
- Guided by the Director of Advocacy and Communication for legal reforms, policy changes, and improvements in institutional practices related to gender justice.
- Guide the Sr. Outreach Officer in undertaking activities to promote the rights and remedies available for women and girls through awareness campaigns and outreach activities.
Capacity Building & Collaboration:
- Guide the Sr. Outreach Officer in building the capacity of local civil society organisations (CSOs), community-based organisations (CBOs), and local authorities to improve their response to SGBV/DVe, and on gender justice.
- Guide the Sr. Training Officer in developing and implementing training and awareness programmes for project staff, stakeholders, and community groups.
- Guide the Programme Specialist in fostering partnerships and collaborative efforts with other organisations and stakeholders to strengthen gender justice work at the local, national, and international levels.
Policy Development & Legal Reform:
- Guided by the Director of Advocacy and Communication undertake efforts to advocate for and support legal policy and institutional reforms, focused on Rape Law Reform Campaign (RLRC) and on enactment of laws/ policies to address sexual harassment.
- Guide the Programme Specialist in developing and advocating for the adoption of Standard Operating Procedures (SOPs) with key stakeholders to ensure effective response on SGBV/ DV and to ensure gender justice.
- Promote the inclusion of gender justice in relevant national policies and frameworks.
Reporting & Documentation:
- Guide, in consultation with the Research and/or MEAL Advisor, the Programme Specialist in ensuring the documentation of project activities, lessons learned, best practices, and challenges faced.
- Guide the Programme Specialist in ensuring the proper documentation of project materials, including research findings, advocacy outputs, and capacity-building resources.
- Guide the Sr. Research Officer in contributing to evidence-based research and knowledge-sharing activities within BLAST and the broader gender justice community.
