- Demonstrable ability to produce accurate, clear, and consistent information and communication outputs including key messages, research summaries for high-level audiences, donor reports, briefing materials, strategic plans, factsheets, case studies, and press releases/media statements.
- Evidence of exceptional fluency in English, to include both verbal and written communication skills, for a wide range of different audiences including donors, journalists, public officials, and the public. The ability to strategically target a wide range of audiences is essential.
- Excellent relationship-building skills.
- Proven ability to work with communities and partners to gather case studies, testimonies, and information on project activities.
- Ability to draft materials, fact check, proofread, and edit.
- Experience delivering training, presentations, and other capacity building activities to varied audiences.

The Carter Center was founded in 1982 by Jimmy and Rosalynn Carter to advance human rights and alleviate human suffering worldwide. The Atlanta-based, non-profit, non-governmental Center has helped to improve the quality of life for people in more than 80 countries around the world. The Carter Center’s Rule of Law Program works in partnership with governments, civil society, and international and regional bodies to improve governance and transform lives through a meaningful right of access to information and justice.
The Carter Center’s Rule of Law Program seeks a Communication/Documentation Officer to be based in Dhaka to support implementation of the Project. This position requires exceptional fluency in English, and the ability to freely work and travel throughout Bangladesh.
Key Responsibilities:
Reporting to the Deputy Chief of Party in Dhaka, the Communication/Documentation Officer will work closely with the Carter Center’s Communications team, the Deputy Chief of Party, the Chief of Party, and the country team to communicate program progress and impact, support the COP/DCOP for strategic outreach, coordinate communications strategy, liaise with the communications team at The Carter Center, and oversee the development of communication products for both internal and external audiences. The Communication/Documentation Officer will work with colleagues to prepare for project communications needs, help raise visibility through rolling out the strategic communications plan and creating strategies to overcome gaps in communications capacity. Either directly or through supervision of staff, this position will.
- Support the development and preparation of communication materials, weekly reports, fact sheets, brochures, newsletters, radio and public service announcements/productions, and all other related materials for print and social media;
- Support the COP/DCOP for strategic outreach with USAID, other relevant development partners, other implementers and GOB;
- Work closely with the project team on the design and production of project and awareness raising materials for maximum impact;
- Draft press releases, feature articles, and success stories;
- Develop, edit, and disseminate case studies and success stories and maximize their use;
- Be responsible for the quality of annual and quarterly reports;
- Participate in communication planning and briefings as well as implementation;
- Create and regularly update project profiles; identify information gaps;
- Ensure all information for external use presents accurate information and appropriate images, and is in line with Carter Center and USAID policies;
- build the capacity of project staff in story gathering (for case studies to be shared with USAID), photography, media training and information management as required; and,
- Support development of policy briefings designed for high-level audiences based upon the research generated under Objective 1.
