  • Excellent experience in rapport building, networking, liaison, and relationship building for communication and advocacy.         
  • Expertise in supporting communication firms to design, and develop the communication strategy, and materials for the project and implement advocacy strategy and plan through the consortium.      
  • Proven experience in documenting best practices related to Gender Equality & Inclusion, and youth empowerment and preparing evidence-based documents for conducting policy advocacy issues.          
  •  Demonstrated work experience in the concerned division and local-level language proficiency to ensure better communication with beneficiaries.
  • Manage operations of NGOs, multilateral, CSOs, CSAs, and donor partners, with proven experience in handling large, complex donor-funded projects, especially GoB/WB funded ones.
  • Demonstrate high-level coordination, negotiation skills, and the ability to handle sensitive conversations with confidence and diplomacy, alongside strong writing and editing capabilities.
  • Exhibit advanced computer literacy (Google Suite, MS Office, Outlook), problem-solving skills, adaptability, and the ability to communicate effectively under pressure in both English and Bangla.

Responsibilities & Context

We are looking for a dynamic and experienced individual to take on the role of Communication Expert for our ‘Economic Acceleration and Resilience for NEET (EARN)’ project. We are currently inviting expressions of interest for this role, which is expected to commence in the second half of 2024 and will continue for four years.

The Ministry of Youth and Sports (MoYS), in collaboration with the World Bank (WB), is implementing the 48-month Economic Acceleration and Resilience (EARN) project to engage NEET (not in education, employment, or training) youth, with a special focus on women, in rural and semi-urban areas of Bangladesh. The project aims to economically empower NEET youth through education, skills development, employment, and enterprise support. It provides women-centric facilities, enhances employability by building employer linkages, and offers upskilling in Socio-Emotional Behavior (SEB) and Entrepreneur Development (ED). Additionally, incubation support for employment and entrepreneurship will be provided. To ensure the inclusion of women and underserved groups, the project will create an enabling environment through awareness-raising, community engagement, family-based planning, and monitoring. A total of 250 Upazilas have been selected for the project.

The Communication Expert will spearhead the development and execution of communication strategies for the “Economic Acceleration and Resilience for NEET” (EARN) project, collaborating closely with the Team Leader/Project Head. This role will focus on crafting and implementing outreach plans, branding strategies, and communication products designed to engage target audiences, with a particular emphasis on empowering NEET youth and young women in rural and semi-urban areas. Leveraging extensive experience in youth development, women’s empowerment, and gender inclusion, the expert will drive initiatives to disseminate key messages, challenge harmful social norms, and promote gender equality. He/She will play a pivotal role in advancing BRAC SDP’s mission to foster a more inclusive and equitable society. 

  •  Develop and implement a multi-channel communication strategy that aligns with BRAC’s branding and visual guidelines, ensuring effective reach to target audiences through both traditional and digital channels.

  • Lead the creation and quality control of content for various communication materials, including print and digital formats, videos, toolkits, educational guides, and infographics, with a focus on gender inclusion and climate resilience.

  • Collaborate with communication agencies, project teams, joint venture partners, and stakeholders to ensure consistent and effective messaging across all platforms.

  • Conduct training sessions on branding, communication, and advocacy strategies for project staff to ensure a unified approach.

  • Manage digital communication channels, including social media and project websites, ensuring content remains engaging, current, and aligned with project goals.

  • Execute and oversee all project-related events, handling planning, logistics, stakeholder coordination, and post-event evaluations to measure impact and gather feedback.

  • Monitor and evaluate the implementation of communication strategies, adjusting tactics as needed to meet project objectives and timelines.

  • Integrate climate adaptation and mitigation messaging into communication and training materials, focusing on areas affected by climate-related challenges, and gather impactful success stories.

  • Showcasing the EARN project initiatives at the national and international level and  ensuring dissemination of case studies and best practices with the national and international audiences.

  • Media management, regular news archiving, and dissemination to make EARN project a model for international, national, and local audiences through media engagement.

  • Collaborate with local newspapers, radio stations, and TV channels to feature success stories, programs, and opportunities for NEET youth.

  • Organize events specifically targeting youth, such as music festivals, sports events, and cultural gatherings.

  • Implement the safeguarding policy to establish a safeguarding culture across all levels of the programme. Act as a key source of support, guidance, and expertise on safeguarding to establish a safe working environment.

  • Responsible for ensuring team members are appropriately trained supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.

  • Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
