  • Proficiency in Bengali; knowledge of English is an advantage.

Job Context:

SAINT-Bangladesh is a value based independent, non-profit and Non-Government Organization (NGO), participating in survival strategies of coastal poor. It believes in integration of right based approach in striving for people centered sustainable development initiatives, maintaining a level of transparency, participation, accountability, child and gender sensitivity and respect to human rights and dignity principles in management. SAINT-Bangladesh is seeking a professional for the position of Community Engagement Supervisor for the project: “Advancing Gender-Responsive Climate Actions for Urban Resilience in Barishal City Corporation.” supported by “Climate Bridge Fund-CBF”, Co-funded by KfW (Kreditanstalt für Wiederaufbau). The project will be implemented in Barishal City from January 2025. Note that this requirement will depend on the availability of donor fund.

Position Overview:

The Community Engagement Supervisor will be responsible for overseeing the community engagement activities under the project, ensuring active participation of the slum residents, particularly women and marginalized groups. The role involves coordinating with community members, local authorities, and stakeholders to enhance community involvement in project activities, promote sustainable practices, and ensure the effective implementation of WASH facilities and livelihood opportunities.

The Community Engagement Supervisor will ensure that all project components are executed effectively, adhering to timelines and budgetary constraints while fostering strong relationships with local authorities, community leaders, and partner organizations. This role will also encompass monitoring and evaluating project outcomes, advocating for policy changes, and conducting training sessions on critical issues such as rights awareness, leadership, and climate resilience.

The ideal candidate will have a deep understanding of climate change, disaster resilience, gender issues, strong leadership and communication skills, and a proven track record in project management. They will be committed to creating a positive impact in the lives of climate migrants and addressing the challenges they face in their slum communities. This role involves coordinating with stakeholders, managing project staff, ensuring compliance with CBF/KfW and SAINT-Bangladesh’s guidelines, and facilitating community engagement and capacity-building initiatives.

Key Responsibilities:

  • Community Mobilization and Engagement:
  • Organize and facilitate community meetings, workshops, and training sessions on project impact, outcomes, activities, and benefits.
  • Build and maintain strong relationships with community members, local leaders, and stakeholders.
  • Develop and implement community mobilization strategies to promote awareness, participation, and ownership of project activities among target communities.
  • Conduct regular meetings, workshops, and outreach events to engage community members, solicit feedback, and foster collaboration in project planning and implementation.
  • Facilitate the formation and strengthening of community-based organizations, committees, or groups to support collective action and decision-making processes.
  • Capacity Building and Training:
  • Develop and deliver training sessions on climate change adaptation, disaster risk reduction (DRR), health, hygiene, and gender awareness.
  • Train community members on the operation and maintenance of WASH facilities and climate-resilient livelihood opportunities.
  • Ensure that training materials are accessible, culturally appropriate, and tailored to the needs of the community.
  • To promote awareness, participation, and ownership of project activities among target communities.
  • Conduct regular meetings, workshops, and outreach events to engage community members, solicit feedback, and foster collaboration in project planning and implementation.
  • Facilitate the formation and strengthening of community-based organizations, committees, or groups to support collective action and decision-making processes.
  • Partnership and Networking:
  • Establish and maintain effective partnerships with local government agencies, non-governmental organizations (NGOs), community-based organizations (CBOs), and other stakeholders to leverage resources, share knowledge, and promote synergies in project implementation.
  • Represent the project in relevant coordination meetings, networks, and forums at the community and municipal levels to ensure alignment with broader development agendas and initiatives.
  • Advocacy and Communication:
  • Advocate for the inclusion of community perspectives, priorities, and needs in local development plans, policies, and decision-making processes related to climate resilience and urban development.
  • Utilize various communication channels and platforms to disseminate information, raise awareness, and mobilize support for climate action and resilience-building initiatives among stakeholders.
  • Monitoring and Reporting:
  • Monitor the progress of community engagement activities, ensuring adherence to project timelines and objectives.
  • Collect and document data on community participation, feedback, and impact of project interventions.
  • Prepare regular reports on community engagement activities, challenges, and outcomes for project management and stakeholders.
  • Support and Facilitation:
  • Provide technical support to community members in the establishment and functioning of user committees for WASH facilities.
  • Facilitate outreach activities, including health and legal aid support, to enhance community well-being.
  • Assist in the development and implementation of grievance redress mechanisms to address community concerns and feedback.
  • Documentation and Knowledge Sharing:
  • Maintain accurate records of community engagement activities, including attendance, participation, and outcomes.
  • Develop case studies, success stories, and documentation of best practices to share with stakeholders and for project reporting.
