  • Knowledge of climate justice, good governance, Advocacy, UP participatory budget Anticipatory Action, Early Warning System, SOD, Trigger Protocol, Participatory Vulnerability Analysis (PCVA), Community Risk Assessment (CRA, climate change adaptation, Youth mobilization, and climate resilient livelihood in the context of Bangladesh, particularly in coastal region.
  • Must have a valid motorcycle driving license.

Responsibilities & Context

Background of the project

Bangladesh is considered as one of the most vulnerable countries due to climate change. While significant progress has been made over recent decades in formulating over 38 climate adaptation and mitigation policies and enacting environmental laws, there remains a lack of strong coordination among relevant ministries, departments, and stakeholders. This has affected the effectiveness of implementation and monitoring frameworks.

Climate governance is intricately linked to national development and the well-being of both ecosystem and people. Effective governance requires participatory processes that uphold people’s rights and prioritize regulatory frameworks for their protection. Bangladesh’s Climate Action Plan 2021 (CAP21) outlines ambitious targets, aiming for a 51% reduction in greenhouse gas emissions by 2030 and achieving net-zero emissions by 2050. Additionally, the MCPP represents Bangladesh’s ambitious initiative to transition from vulnerability to resilience and prosperity. However, despite robust policy frameworks, effective execution of these plans and policies remains a challenge.

Effective climate governance requires robust transparency, inclusive citizen engagement, and strong accountability mechanisms. WAVE Foundation undertakes a multi-pronged approach to strengthen climate governance through the enhancement of civil society participation, community awareness, capacity development of the Disaster Management Committee (DMC) of Local Government, promoting the role of media, and strengthening coordination among different stakeholders.

WAVE Foundation is a civil society organization established in 1990, has been implementing multifaceted activities for the socio economic development of the poor and marginalized as well as the establishment of universal human rights and good governance. Besides, the organization is conducting issue based policy advocacy and campaigns. WAVE is driven by its motto ‘Together for Better Life’ towards the vision of establishing ‘A just and Prosperous society’. WAVE has organized its activities into 6 programs: 1) Poverty Eradication and Livelihood Development 2) Community Financing and Entrepreneurship Development 3) Agri-Food System Transformation 4) Governance, Rights and Justice 5) Social Development and Youth Empowerment 6) Climate Justice and Renewable Energy Promotion. WAVE Foundation is going to implement ‘Strengthening Climate Governance with Grassroots Participation in Bangladesh – SCGGP”at 4 upazilla of Patuakhali and Barguna district under Barisal Division. For implementing the project WAVE Foundation is seeking qualified candidate for the position of the “Community Mobilizer Officer(CMO)” 

Key Responsibilities of Community Mobilization Officer (CMO)

  • Assist project implementation with Project officer at district level;
  • Develop plan and implement the project activities at union, upazilla and district level;
  • Organize and facilitate training, workshop, courtyard session at community level as per plans.
  • Organize advocacy meeting with DMC of Union Parishad
  • Assist Project Officer (PO) to facilitate community led development process with local groups and relevant stakeholders, including the use of participatory facilitation techniques, such as PRA, PLA and rights-based approaches
  • Build relationships with local govt. body, community, civil society organization, individuals, social groups, institutions, and organizations;
  • Develop cohesion amongst community and monitor and implement Community Development Plans and share the projects;
  • Facilitate the Civic Forum (CF) and their initiatives undertaken in regard to climate governance
  • Encourage, affirm, and strengthen those individuals and groups who are working for and with the most vulnerable climate affected community;
  • Encourage an understanding and increasing awareness on climate change issues of and sensitivity to climate vulnerability development and rights & entitlement factors among community members and local partners;
  • Facilitate relationship building and strengthen relationships and partnerships between existing groups in the community;
  • Coordinate with technical specialists and other sector staffs for effective program integration and quality implementation;
  • Build strong relationships with local policy makers and GOs, CSO and other outlets so that our stakeholders’ efforts receive the best coverage for advancing their goals;
  • Cooperate for ensuring effective coordination, communication and implementation of advocacy and campaign related activities;
  • Collect information and data for evidence-based advocacy for further planning and actions;
  • Project models, program accountability to ensure successful accomplishments of the program activities to create impacts in the community;
  • Reporting, Prepare formative and narrative event report, monthly report, case study, story of changes, best practices and impact analysis;
  • Prepare monthly PFA activity plan;
  • Prepare documents on lesson learnt, challenges and best practices and report to the Project officer (PO).
  • Perform any other duties assigned by WRI & WAVE Management.

Duration of the Position: October, 2024 – October, 2025

Workplace: Work at project office with frequent field visit
