Introduction: This Terms of Reference (ToR) has been developed to conduct research and generate evidence to understand how local NGOs/CSOs access leadership opportunities and influence the humanitarian architecture in Cox’s Bazar.
Context:
Street Child works towards a world where all children are safe, in school and learning. We specialise in supporting children and communities in low-resource environments and emergencies: recognising that the complex, compounded challenges that affect them require innovative, integrated interventions. Our interventions are informed by robust, rigorous evidence and results-oriented, optimised to create maximum impact for children at minimum cost. Since 2008, we have assisted over 850 000 children across 28+ fragile, conflict and crisis affected counties across Eastern Europe, South Asia, and Sub-Saharan Africa.
At Street Child, we believe supporting local organizations and leveraging their expertise is essential to effective, efficient interventions and enabling sustainable longer-term impact. We work in close collaboration with leading agencies, leveraging our learned experience and accumulated expertise to issue global guidance on working with local level organizations.
Objective/Purpose:
Elevating Local Leadership in Emergencies [ELLIE] works in 27 countries to i) increase in local level applications and allocations of funding for local level organizations ii) increase in institutional capabilities and capacities of local level organizations to apply for and absorb funding iii) increase in local level organizations assuming leadership responsibilities and roles in clusters, coordination groups, and networks.
Street Child aims to be an amplifier of local leadership and impact, and works with a network of 100+ local level actors and organisations, underscored by close consultation and collaboration with local communities. Since 2019, Street Child has implemented a number of innovative initiatives to advance the localisation agenda, in close collaboration with Education Cannot Wait [ECW], the Global Education Cluster [GEC] and Child Protection Area of Responsibility [CP AoR] – producing powerful proof points where our principles and approach to localization have led to stronger, more sustainable local level actors and increasing local-level organizations assuming leadership responsibilities and roles in clusters, coordination groups, and networks.
As part of the ELLIE programme, Street Child seeks to generate evidence and understand the opportunities and obstacles for local organizations/CSOs to assume leadership responsibilities and roles with sector coordination mechanisms;, and how sectors, coordination groups, and working group/networks commit to selecting and giving access to local level organizations in decision making processes in the humanitarian response.
Scope of Work /Assignment:
Carry out relevant secondary report analysis using existing survey data and research studies on localization in Bangladesh.
Conduct a detailed research study, using an array of mixed research methods to generate evidence and understand the challenges, scope and opportunities for local organizations to gain access to leadership roles within the humanitarian sector.
The primary location of research is in Cox’s Bazar [80%], with some presence in Dhaka [20%]. Cause some of the humanitarian organisations are based in Dhaka and the consultant would be required to engage them in the research study. The consultant will engage multiple stakeholders such as the Education and Child Protection sectors, UN agencies, relevant government departments-DSS and MoWCA, INGOs, NGO Platform, CCNF, NAHAB etc. to collect and validate the data & findings.
Identify data gaps and make recommendations that are actionable and relevant to improve access to leadership roles for local organizations and CSOs.
Generate case studies and produce a research findings report in Bangla and English both with a pager infographic of findings .
Present the research findings to the INGOs, UN agencies, local/national organizations, NGO platforms and localization networks at a later stage in Street Child’s dissemination event in Dhaka and Cox’s Bazar.

- Respect the culture of the community and never take any steps that affect Street Child’s credibility in the country

- Maintain the research’s ethical standard and use the SC consent form while collecting the data
- Maintain proper communication channels, share the workplan with Street Child team in advance and inform the updates on a regular basis .
