  • Experience in a coordination role, technical report writing, and knowledge of global health issues,

  • Understanding USAID, CDC, and other donor compliances.

  • Understanding DGHS, DGDA, DGFP, DLS and NTP regulatory functions Preferred:

  • Good understanding of DGDA, DGHS, IEDCR, NDCL, DLS, EDCL, DGFP, BNNC/NNS/IPHN, NTP functions

  • Understanding and working experience with WHO, INGOs, and Govt. agencies implementing the regulatory and laboratory system strengthening programs.

  • Possessing a deep understanding of regulatory Post Marketing Surveillance (PMS) and manufacturing quality‐assured medicines in Bangladesh.

Work station/Service Delivery place:

  • The consultant will coordinate with the multiple entities mentioned above and also work at the USP office as well as the relevant HQ personnel for developing the communication materials.

Period of Performance: From the time of initiation till June 25th, 2025. Maximum allowable 18 days/month

Legal documents: Valid Business Identification Number (BIN) and Proof of Submission Return (PSR).

Payment Terms: Payment will be made in the next 30 days after submission of invoice and monthly progress report/assigned deliverables confirmation. VAT will be added and TAX will be deducted as per the government policy.

Responsibilities & Context

Objectives of the assignment:

The USAID’s PQM+ program works with a wide range of partners, necessitating close and continuous coordination to successfully and timely complete technical work, arrange dissemination workshops and advocacy meetings, and share learnings from current and previous program implementations. The program is seeking a consultant with expertise and experience in the following technical areas to respond to USAID’s PQM+ Program need.

Specific Tasks

  • Coordinate PQM+ program support with Directorate General for Drug Administration (DGDA), National Drug Control Laboratory (NDCL), EDCL, Director General of Family Planning (DGFP), Directorate General of Health Services (DGHS), Department of Livestock Services (DLS), Bangladesh National Nutrition Council (BNNC)/ National Nutrition Services (NNS)/Institute of Public Health Nutrition (IPHN), National Tuberculosis Control Program (NTP) and relevant stakeholders to assure the supply of quality assured Anti‐TB medicines and to safeguard against substandard and falsified medicines in the market and government procurement.

  • Coordinate with major stakeholders by promoting different methods of sensitization, awareness raising, and advocacy to ensure participation and engagement in priority PQM+ events and be well informed about the technical work done by the PQM+ program and the results and outcomes it produces.

  • Arrange and coordinate meetings with DGDA, NDCL, DLS, EDCL, DGFP, BNNC/NNS/IPHN, NTP, and relevant stakeholders as necessary.

  • Represent PQM+ and participate in meetings in DGDA, NDCL, DLS, EDCL, DGFP, BNNC/NNS/IPHN, NTP and other stakeholders.

  • Coordinate with PQM+ technical staff and DGFP, BNNC/NNS/IPHN for providing technical assistance in developing the RB-PMS sampling and testing protocol for FP and nutrition products.

  • Coordinate with NTP, DGHS, and NDCL, DGDA to share the results of post-market surveillance (PMS) of Anti‐TB medicine and explore opportunities to enhance the involvement of NTP into the PMS activities.

  • The consultant coordination will coordinate with DGDA, NDCL, DLS, EDCL, DGFP, BNNC/NNS/IPHN, NTP, and other stakeholders in organizing the PQM+ closeout and learning sessions.

  • The consultant coordination will coordinate with the consulting firm and DGDA/NTP to disseminate the findings, recommendations, and technical brief on the TB private sector medicine market assessment.

  • The consultant coordination will support development of communication material, success stories, technical briefs of the key interventions of the program.

  • Any other activities assigned by PQM+ Management.

Deliverables:

  • Monthly progress report on the coordination work.

  • Coordination meeting minutes.

  • Compiled report on the coordination in PQM+ PY-6 closeout events and activities
