Additional Requirements

  • 10-12 years of relevant senior experience in international development as Chief of Party, Deputy Chief of Party, or in a senior management role on large humanitarian or development projects.
  • Successful track record of supervising, designing, managing, and implementing complex USAID-funded projects, with a deep understanding of Cost Principles and Uniform Guidance.
  • Demonstrated expertise in gender-based violence prevention, social behavior change, access to justice, skills development, and/or gender and social inclusion.
  • Ability to establish strong working relationships with senior government officials, community officials, media, civil society, private sector leaders, international donors, and other stakeholders.

Responsibilities & Context

  • BRAC seeks to hire a Deputy Chief of Party (DCOP) for the anticipated five-year $10 million to $25 million USAID-funded Communities for Gender Equality (CGE). We are currently inviting expressions of interest for this role, which is expected to start in November 2024 and last for five years.
  • CGE will be focused on gender equality and inclusive development in support of Sustainable Development Goal 5. The activity may support interventions that address the full cycle of Gender- Based Violence (GBV) prevention, mitigation, and response.   • The Deputy Chief of Party (DCOP) will be responsible for providing leadership, management, and technical direction to the project team, partners, and consultants. Their responsibilities include overseeing project activities such as implementation, monitoring, reporting, evaluation, and partner coordination. The DCOP will serve as the primary liaison with USAID, government counterparts, and local partners. In addition, the DCOP will manage and supervise the work of program personnel and subcontractors/subgrantees, ensuring that all programmatic interventions are technically sound and appropriate. The DCOP will oversee program work planning, performance management, and strategic communication.

Primary Responsibilities:

  • Provide strategic and technical leadership to the program and the project team.
  • Bring dynamic and creative leadership to cultivate innovation in rigorous program implementation and donor deliverables.
  • Serve as the principal liaison with USAID, as well as with key government officials, other donors and implementers, private sector entities, and civil society partners.
  • Engage with project participants and other stakeholders, ensuring that these relationships are managed effectively.
  • Ensure inclusion and safeguarding across all stakeholders, including project staff and beneficiaries.
  • Develop annual work plans in collaboration with staff and stakeholders and oversee work plan implementation.
  • Ensure project activities are implemented on schedule and within budget.
  • Supervise, manage, and mentor project staff, including accountability for hiring a diverse and qualified staff and building a strong team.
  • Oversee monitoring, evaluation, and reporting of project activities, including identifying key indicators and regularly using data to inform programmatic improvements in partnership with BRAC Monitoring and Evaluation.
  • Manage team to implement effective and evidence-based practices in designated project areas and ensure there are routine feedback mechanisms in place for continuous quality improvement in program implementation.
  • Coordinate with other BRAC departments (research, communications) and external partners to contribute technical research and analysis through community assessments, market surveys, and existing evidence.
  • Build partnerships among international-, national- and community-level stakeholders.
  • Lead in documentation and coordination of information dissemination activities that share project achievements and results with the aim of influencing decision and policymakers.

Safeguarding Responsibilities:

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
