Working Experience: At least 10 years progressively advanced management experience in development programming, Five years in a management position related to multi sectoral programs. Experience working in collaboratively with Technical and Implementing Partners, all levels of government and other local stakeholders. Demonstrated experience in partnership management with Bangladeshi NGOs and agencies. Experience working with USAID funded programs preferred.

Knowledge: Sound knowledge on Bangladesh political, environmental and social context, livelihood situation and challenges especially in the CHT and Cox’s Bazar districts. Experience working with Rohingya host and impacted communities. Solid understanding of community led development, agricultural production, market systems development, food security, WASH, natural resource management and disaster risk reduction development and private sector activities. Understanding of basic monitoring and evaluation processes and procedures and how to support MEL activities and utilise MEL information to improve programming..
Skills :

Strong analytical, strategic, operational, coordination and relationship skills. Advanced skills in programme implementation planning, tracking and reporting. Coordinating, representing, partnership management and staff management. Very good in report writing, appropriate computer proficiency in MS Office, good analytical, strategic and innovative approach, highly versatile, ability to work well under pressure and to deal with a variety of issues at the same time. Responsibilities & Context
Cox’s Bazar and the three Chittagong Hill Tract (CHT) districts are among the lowest ranked in Bangladesh for education, skills training, food security, poverty and agricultural productivity. The situation has worsened since 2017, with the Rohingya refugee influx, which has put enormous pressure on the local economies, resulting in loss of livelihoods, depressed local wages, increased food insecurity and distorted local market systems. The increased population has also put severe pressure on already limited resources. There is a need for safe drinking water and sanitation facilities. Forests have become degraded negatively affecting biodiversity and ecosystem services. Moreover, these districts are prone to natural disasters including fires, flash floods, landslides, extreme heat and drought. Cox’s Bazar experiences these as well as rising sea levels, salinification of soil and water, and tropical cyclones.
In response, USAID’s Host and Impacted Communities Resilience Activity (HICRA) led by Friends In Village Development Bangladesh (FIVDB) will take an integrated approach to improve the overall well-being and resilience of people residing in the communities hosting or impacted by the Rohingya refugee crisis. HICRA will achieve this goal through the implementation of livelihoods; water, sanitation, and hygiene (WASH); natural resource management (NRM); and disaster risk reduction (DRR) interventions with an estimated 114,000 households across the four prioritised districts.
ROLE
The Cox’s Bazar-based Deputy Chief of Party (DCOP) will work closely with the Dhaka-based Chief of Party (COP) to provide strong oversight of program operations in the four districts of Cox’s Bazar, Bandarban, Rangamati, and Kargarachari, and provide effective regional leadership, management and coordination for the successful implementation of USAID’s HICRA – a recently awarded five-year, multi-million dollar localization activity. The DCOP will support integration in the implementation of the programs’ four results areas to improve livelihoods, disaster risk reduction, WASH, natural resources management, and cross-cutting themes of gender equality, youth empowerment, social inclusion, and environmental sustainability. The DCOP will create an enabling environment for collaboration, learning and adaptation, contribute to staff capacity building, and play an active role ensuring all consortium partners work together in a well-coordinated and orchestrated manner to best meet the complex needs of the program’s participants.
The DCOP will actively work with HICRA’s management team to affect meaningful change through innovative programming. S/he will have the capacity to think strategically and analytically, demonstrate his/her ability to accomplish goals and meet objectives, and demonstrate initiative and willingness to work together in partnership with the consortium and all key stakeholders. The DCOP will ensure activities are completed as per plan and meet donor requirements, and maintain good relations with appropriate stakeholders in government, NGOs and communities.

Reports to: COP, HICRA
Dimensions: Cox’s Bazar-based with at least 40% field visit.
Staff directly reporting to this post: District Coordinators, Gender, Youth, Social Inclusion and Protection Specialist and the Environmental Specialist, with additional responsibilities of day-to-day coordination of Cox’s Bazar-based technical team members
