JOB PURPOSE:

Responsible for planning, implementing, monitoring, and managing all operational activities of the ARC project at the city level. This includes overseeing operational, financial, administrative, and logistics support in alignment with both BRAC and USAID financial, procurement, and administrative policies and procedures.

  • Manage and supervise the day-to-day ARC project operational activities, following the operational policy to implement the project activities city work plans.
  • Effectively carry out financial and administrative duties in coordination with City Manager to ensure all financial, administrative and logistical arrangements for project activities.
  • Ensure all logistical arrangements for meetings, workshops, training sessions, consultant hiring, travel services, office maintenance, and other project implementation need
  • Provide strong support in recording and tracking all operational activities, and in establishing and maintaining all purchase records and asset interventions, following BRAC and USAID policies and procedures.
  • Set up and maintain a filing system for project documents, including purchase request forms, signed contracts, travel authorizations, security clearances, work orders, operational guidelines, policies, memos, and personal files.
  • Prepare the project procurement plan (monthly, quarterly, and annually) and process requisitions to procure logistics, services, equipment, and materials as needed for the project.
  • Prepare budgets, obtain approvals, and generate financial and burn rate reports in coordination with BRAC HO, while ensuring all expenses are accurately booked under the correct account heads in collaboration with the local finance and accounts department.
  • Manage the audit team during the audit period and reply the audit comments in timely in consultation with City Manager
  • Monitor the budget vs expenditures as operational system and carry forward the unspent budget to the next quarter with proper justification.
  • Submit timesheet, Vat, Tax and financial reports – quarterly, semi-annual, annual and end-of-project using the provided templates of HO and Brac USA.
  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so
