KNOWLEDGE:
- Sound Knowledge on national and international policies and practices of DRR.
- Sound knowledge on computer (MS word, spread sheet, power point). Knowledge and experience of GIS and RS will be an added advantage.
- Understanding of advocacy, campaigning, and communications and how they contribute to achieving programme goals.
- Proven experience on DRR and resilience building issues and Capacity Building activities.
SKILLS:
- Excellent interpersonal communication and facilitation skills.
- Good communication skills in both English and Bengali and context analysis skills
- Training module development, training delivery, influencing strategy development.
- Project planning and organizational skills

- The overall purpose of the Disaster Management Expert position is to enhance community resilience and preparedness for potential disasters by identifying and addressing hazards and risks through comprehensive disaster management strategies. This role involves conducting risk assessments, stakeholder mapping, hazard, vulnerability, and capacity assessments to develop community risk maps and early warning systems. The Disaster Management Expert will facilitate community engagement, develop operational guidelines for shelters, and build partnerships with key stakeholders to ensure the effective implementation of disaster management strategies. Additionally, the role includes monitoring and evaluating the impacts of these activities, with a focus on continuous improvement and sustainable community resilience.
- Conduct risk assessments to identify potential hazards and risks faced by each community and to determine the level of preparedness for potential disasters. Put efforts into developing disaster management strategies that address the potential hazards and risks faced by the community and promote resilience and preparedness for disasters.
- Conduct stakeholder mapping of communities and existing key stakeholders and networks vital for Community-Based Disaster Risk Management (CBDRM) at the community, school, and local government levels. Participate in awareness campaigns on disasters for wide dissemination and building knowledge on disaster vulnerabilities in the surrounding areas.
- Conduct a Hazard, Vulnerability, and Capacity Assessment (HVCA) utilizing available toolkits and diagnostics. Develop community risk maps with each community (or communities depending on the size and local context) through workshops and consultations conducted in an inclusive manner.
- Contribute to develop an early warning dissemination system within the community, with strong coordination with the local authorities responsible for EWSs, disaster risk management, and weather services. Also, develop an evacuation management plan and work with the disaster simulation activities under these services.
- Contribute to developing community O&M guidelines for the shelters with actions, financing, and roles and responsibilities. Facilitate community engagement by working with community members to identify their disaster management needs and priorities.
- Build partnerships with disaster management organizations, government agencies, and other stakeholders to ensure that disaster management strategies are effectively implemented and that resources are leveraged to support community engagement, mobilization, resilience, and capacity building.
- Monitor and evaluate the disaster management impacts of community engagement, mobilization, resilience, and capacity-building activities. This may involve collecting and analyzing data to measure disaster management outcomes and impacts and making recommendations for improvement.
- Any other task assigned by the project Team Leader, Deputy Team Leader, and the project focal of BRAC for efficient, effective, and timely implementation of the project.
- Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme’s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
