Overview
Research Triangle Institute (RTI) has over 30 years’ experience assisting governments, communities, and the private sector. As a not-for-profit, independent research institute based in North Carolina, USA, RTI has roughly 6,000 employees with global experience implementing international development projects. RTI’s Global Health Division (GHD) within the International Development Group, works in Malaria and Neglected Tropical Diseases; Global Health Security and Public Preparedness; Heath Systems Strengthening – including Health Governance, Health Finance, Human Resources for Health, Capacity Building, and Health Policy and Advocacy; and Integrated Care – including Reproductive, Maternal, and Child Health and Family Planning. We address a range of public health problems to reduce disparities, lower disease burdens, and build locally owned sustainable health programs in lower- and middle-income countries.
Program Description
USAID/Bangladesh has recently awarded RTI a $60 million USD, five-year Cooperative Agreement to strengthen local level health systems to deliver quality, equitable public health services while optimizing resources to improve the health status of all Bangladeshis residing at the local level.
This Activity will focus on the following four objectives: 1) Strengthen Systems for Local-Level Evidence-Based Planning, 2) Strengthen Systems to Deliver Equitable, Quality, Integrated Local Level Public Health Services, 3)
Improve Enabling Environment to Operate Local Level Public Health Systems, and 4) Improve Local Level Public Health System Resilience.
Position Description
RTI is seeking a District Cluster Manager in Bangladesh. Reporting to the Regional Health Systems Information (HSI) Lead, the District Cluster Manager will be responsible for overseeing SLLHS program activities at the district level, ensuring alignment with project objectives and work plans in accordance with USAID requirements.
Responsibilities

Lead the district team for execution of program activities at the district level in line with the overall project objectives and work plan.

Monitor the progress of activities and evaluate their impact on local health systems, ensuring alignment with project goals.

Build the capacity of local health system stakeholders, including district upazila and facility level managers, to strengthen public health service delivery.

Coordinate with local health authorities, community leaders, and other stakeholders to ensure effective implementation of program activities.

Collect and analyze health data to inform decision-making and improve the delivery of health services.

Prepare and submit regular reports on program activities, outcomes, and challenges to the Regional Health Systems Information Lead.

Manage the program budget at the district level, ensuring that funds are used efficiently and effectively.

Ensure compliance with local regulations and USAID requirements in all program activities.

Coordinate with the district level focal points of the USAID Implementing partners for alighng their activities and priorities Health systems Improvement plan (HSIP).

Coordinate with stakeholders including the private sectors for their engagement in the HSIP development, for resource mapping and optimizing the resources.

Identify and mitigate risks that may affect the successful implementation of program activities at the district level.

Identify opportunities for innovation and adaptation of program activities to improve health service delivery and achieve program objectives.

Ensure the timely implementation of the planned WP activities at the districts.

Maintain strong liaison with relevant GOB officials at district for smooth project implementation.

Undertake regular field visit.
