  • The District Manager is based on district office of USAID’s CNHA, with approximately 80% of the time in field travel.
  • Minimum 5 years of professional experience in managerial positions with 2 years’ experience in leading/managing development projects in the fields of health, family planning, food security, and nutrition.
  • Strong understanding of community health systems, management hierarchy, services delivery platforms, and coordination mechanisms at the sub-national level.
  • Demonstrated skill in financial, HR, and procurement, M&E systems management for donor-funded projects, especially USAID-supported initiatives.
  • Effective communication, report writing, and presentation skills in both Bangla and English.
  • Skilled in computer literacy, internet, and email communication.
  • Good understanding of and commitment to promoting Gender, Equity, and Diversity Inclusion (GEDI) related concepts, ideas, and best practices.

Responsibilities & Context

Job Context:

USAID’s Community Nutrition and Health Activity (CNHA)’ funded by USAID, and implemented by CARE Bangladesh, aims to sustainably impact the nutrition and health of women and children in their first 1000 days of life. The activity will strive to achieve its goal by contributing to the areas of Strengthened community health systems to deliver nutrition, family planning, and health services; improving household nutrition and health behaviors; enhancing leadership and governance for improved nutrition; resilience of communities and households to potential nutrition shocks increased.

  • Palashipara Samaj Kallayan Samity (PSKS) is a local non-government organization (NGO) was established at village Palashipara of Tentulbaria Union under Gangni Upazila of Meherpur district on February 15, 1970.
  • PSKS is seeking a professional for the position of District Manager for ‘USAID’s Community Nutrition and Health Activity (CNHA)’ implemented by CARE Bangladesh. As a local implementing partner, the activity will be implemented by PSKS in the Padma Basin of Madaripur Cluster (Madaripur, Faridpur, and Shariatpur Districts) from October 2023 to September 2027. Note that this requirement will depend on the availability of donor funds.
  • CARE Bangladesh, a non-profit international development organization, is implementing a five-year-long project, “USAID’s Community Nutrition and Health Activity (CNHA)”. CARE, with its consortium partners icddr,b, mPower, Jhpiego, and Viscom, will implement this project both at national and sub-national levels, and PSKS will work at the local level to execute the field activities under Madaripur Cluster and in the selected upazilas (all unios) of Madaripur, Faridpur, and Shariatpur districts.
  • Under CNHA, the consortium will work with different departments of the ministries, especially the Ministry of Health and Family Welfare (MoHFW) of the Government of Bangladesh (GoB) at the national, regional, and local levels, to improve nutrition status by strengthening the community health system and support the effective implementation of the Second National Plan of Action for Nutrition (NPAN2). This will work at multiple levels of local government institutions, specifically with the nutrition coordination committees at the district and upazila levels focusing on the community health system and strengthening the Core Team approach and local nutrition-governance mechanisms. The project will facilitate developing solutions emerging from communities, government departments, and the private sector. The CNHA will replicate proven best practices to scale up innovative local governance models for better nutrition by transforming the Union Development Coordination Committee (UDCC) into nutrition outcomes. Digital solutions related to health and Nutrition services are key strategies for improving nutrition. The project intends to impact several of the core challenges selected districts face in the North (Rangpur Cluster), Haor (Kishoreganj Cluster), Padma Basin (Madaripur Cluster), and Coastal Belt (Patuakhali Cluster) of Bangladesh.
  • PSKS, a local partner of this project implementation, is hiring a District Manager. The District Manager will lead the implementation of the project in the respective district as guided by the Project Manager. This District Manager will ensure that the technical direction of the project is geared to achieve the desired impact and project operations maximize value for money and overall management of the project implementation. The District Manager, under the supervision of the Project Manager, will coordinate with the consortium partners, technical specialists, cluster teams, project staff, and other stakeholders in the development and implementation of project plans, as well as achieving standards set for staff development, project impact, and monitoring and result measurement.

Job Responsibilities:

  • Responsibility # 01: Coordination, implementation guidance, and operational leadership: 30%Lead project implementation team in taking responsibility with adequate authorities about intervention planning, implementation, monitoring, and management in the respective district. Plan and implement the project interventions in the respective district following CNHA’s approaches and standards in consultation with the CNHA Consortium. Build capacities of project staff to manage resources and monitor the impact of the project. Introduce and expand new initiatives in the district in the context of implementing field interventions.
  • Responsibility # 02: Staff management and administrative operations: 25%Ensure that the project is implemented in a cost-effective manner, within the budget framework, and make sure that the burn rate is up to the expected level. Regularly monitor the status of record keeping and provide feedback to the project team and management. Promote a gender-equitable, women-friendly, sensitive work environment in the district office. Coach & mentor staff to improve their programming and analytical skills in project planning, management, communication, and monitoring activities. Promote team spirit and cooperative attitudes among project personnel and project partners. Identify staff needs for training or improvement and take appropriate actions to achieve those.
  • Responsibility # 03: Liaison with project consortium and other relevant stakeholders: 20%Liaison, coordinate, and nurture excellent relationships with project teams, government, and other stakeholders. Participate in coordination meetings, including NGO coordination/DNCC/Health/FP, update progress, and represent project team as needed. Facilitate field visits conducted by the CNHA team, donors, and relevant government agencies.
  • Responsibility # 04: Ensure proper monitoring, reporting, and result measurement systems for the project: 15%Support data collection, experience capitalization, study, or research undertaken by the project. Establish a culture of reviewing findings from the monitoring visits and initiate actions for qualitative improvements of interventions. Document innovations, case studies, and other pilot initiatives as guided by the Project Manager. Document and preserve project disaggregated records as per the MEL plan and DQA standard. Ensure data quality and completeness in a timely manner according to project/donor guidelines, including compiled quality reporting.
  • Responsibility # 05: Communication and information management, effective networking, and collaboration: 10%Share and execute management directions of the project to all staff in the respective district. Adopt and execute new initiatives undertaken by the project in areas of health and family planning, nutrition governance, climate-smart, and nutrition value chain agriculture. Ensure a system of communication and branding across the staff, partners, concerned government officials, and communities related to project policies, strategies, and implementation activities established. Ensure ICT intervention implementation at the field level according to project guidelines.
  • Responsibility # 06: Safety, Security, and Safeguarding As part of this role, the job holder will be expected to adhere to and support PSKS’s safety and security-related policies and systems as part of their day-to-day duties and comply, always, with safety & security protocols and directives, including reporting. Staff must maintain situational and self–awareness and be aware of the safety – security-related consequences of their actions upon themselves, their team, and the organization.
