Responsibilities & Context

Context and Scope

IOM is currently implementing a project titled ‘Bangladesh: Reducing Irregular Migration And Supporting Returnees & Displaced Persons’, in coordination with Ministry of Expatriates’ Welfare and Overseas Employment (MoEWOE) and supported by the Ministry of Foreign Affairs and International Cooperation, Government of Italy to strengthen migration management with particular focus on promoting safe migration, addressing adverse drivers of migration, and supporting the sustainable reintegration of vulnerable returnees.

The key objective of the project is ‘Strengthening safe migration pathways in Bangladesh through raising awareness, supporting sustainable reintegration and providing alternatives to irregular migration’. This is a 2.5 months project starting from 1st September’ 2024 with possibility of project extension for one year subject to availability of funding.

Bangladesh Nari Sramik Kendra (BNSK) is an implementing partner (IP) for implementing the “Reducing Irregular Migration and Supporting Returnee and Displaced Persons” Project activities in Sylhet and Madaripur District. BNSK is seeking suitable candidates for 02 District Manager positions, who will be placed at Sylhet/ Madaripur District Project Office, and responsible to implement project activities.

Under the overall guidance of the IOM and direct supervision of the Program Director, and in collaboration with relevant project staff and stakeholders and the respective local Non-Governmental Organization (NGO) partners, local authorities, the District Manager will be responsible for the tasks mentioned below:

Job Responsibilities and Accountabilities

• Assist project planning and implementation, budget management, and ensure the overall project implementation at the local level as per operational guidelines.

• Ensure selection of the areas for project implementation, such as Upazila, Union

• Support selection and establishment of the Migration Information and Resource Service (MIRS) booths at the Upazila/Union level.

• Maintain overall office management including the set-up of the project office at district level, arrange the seating arrangement of the staff, ensure administrative, logistics, stationaries and necessary financial management as per applicable policy.

• Ensure maintenance including security and day to day operations of the district office.

• Maintain regular coordination with the Head of HR, Finance/Admin, Project Coordinator of BNSK;

• Maintain regular coordination with the Government offices such as, the Office of the Deputy Commissioner (DC), Technical Training Centre (TTC), District Employment and Manpower Office (DEMO), District offices of Department of Women Affairs (DWA), Union Digital Centre (UDC), Department of Social Services (DSS), Department of Youth Development (DYD), and other relevant government offices.

• Maintain regular coordination & communication with local government, elites & community level stakeholders.

• Organize meeting, seminar, trainings and events at the District, Upazila level & Union level and facilitate the events as required.

• Support in implementation of field level campaigns/meetings for community mobilization.

• Support organization of pot songs, wall painting events, and the art & cultural competitions.

• Provide support in selection, registration, reintegration counselling of the project beneficiaries, and ensure data entry in the recommended information management tools.

• Participate in comprehensive training on gender responsive reintegration counseling including case management and referral mechanism.

• Assist project staff to ensure (re)integration planning and refer them to relevant economic, social, and psychosocial services for sustainable reintegration or safe re-migration.

• Ensure post referral monitoring and follow up of the beneficiaries to ensure access to the services.

• Assist project staff in identifying and providing services to the displaced population

• Maintain and monitor project related progress, data, information.

• Prepare and submit periodic reports and monthly updates.

• Refer project beneficiaries and their family members to the available social services including accommodation, health and wellbeing, education and training, documentation, access to justice and any other services as per their needs.

• Ensure communication and visibility of the project as per the implementation plan.

• Ensure compliance to the Data Protection Principles.

• Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

• Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

• Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

• Perform any other duties assigned by the management.
