Responsibilities & Context
We are looking for a dynamic and experienced individual to take on the role of Project Head for our ‘Economic Acceleration and Resilience for NEET (EARN)’ project. We are currently inviting expressions of interest for this role, which is expected to commence in the second half of 2024 and will continue for a duration of four years.
The Ministry of Youth and Sports (MoYS), in collaboration with the World Bank (WB), is implementing the 48-month Economic Acceleration and Resilience (EARN) project to engage NEET (not in education, employment, or training) youth, with a special focus on women, in rural and semi-urban areas of Bangladesh. The project aims to economically empower NEET youth through education, skills development, employment, and enterprise support. It provides women-centric facilities, enhances employability by building employer linkages, and offers upskilling in Socio-Emotional Behavior (SEB) and Entrepreneur Development (ED). Additionally, incubation support for employment and entrepreneurship will be provided. To ensure the inclusion of women and underserved groups, the project will create an enabling environment through awareness-raising, community engagement, family-based planning, and monitoring. A total of 250 Upazilas have been selected for the project.
The Employment Services Expert will lead efforts to expand employment opportunities for project beneficiaries by implementing key interventions. She/he will work to connect beneficiaries with local and national employers, ensuring effective partnerships that drive job placement and career advancement. Additionally, she/he will strengthen the existing seed financing mechanism to support potential entrepreneurs in establishing and growing their businesses. The Employment Services Expert will also oversee the delivery of SEB and EDT training, as well as internships and apprenticeships for selected trainees in eligible enterprises, with a focus on areas adjacent to Export Processing Zones (EPZs), Economic Zones (EZs), and Industrial Zones (IZs). Through strategic leadership and collaboration, she/he will ensure that these initiatives align with the project’s goals of fostering employment and entrepreneurship opportunities.

Facilitate labor intermediation services by connecting eligible youth with wage employment opportunities through partnerships with local and national employers.

Organize periodic job fairs and “meet the employer” events to create networking opportunities between trainees and potential employers, fostering direct employment connections.

Coordinate enterprise visits for VLTC and registered trainees, providing hands-on exposure to industry practices and real-time work environments.

Develop and manage a youth employment portal linked with existing job portals, business networks, and outsourcing platforms to streamline access to employment and entrepreneurial resources.

Strengthen the Seed Financing mechanism of DYD by providing technical assistance and scaling up financing options to expand opportunities for eligible beneficiaries.

Provide incubation and mentorship support through structured mentorship programs, including mentor fees and apprenticeship costs, to guide NEET entrepreneurs in business development.

Facilitate post-training specialization and employment support by organizing internships and apprenticeships in eligible industries to ensure practical experience and job readiness.

Support job placement and investment incubation for beneficiaries of seed financing, ensuring successful integration into the job market and entrepreneurial ecosystem.

Promote female and disadvantaged youth engagement through targeted training, career guidance, and by fostering employer connections in sectors such as EZs, EPZs, IZs, HTPs, and STPs.

Implement the safeguarding policy to establish a safeguarding culture across all levels of the programme. Act as a key source of support, guidance, and expertise on safeguarding to establish a safe working environment.

Responsible for ensuring team members are appropriately trained supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.

Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
