  • Knowledge of DME theories, systems, processes, methodology and tools.
  • Understanding of Social Accountability theories, practices in development sectors and consequences.
  • Understanding of knowledge management§ Training and facilitation skills
  • Strong written and oral communication skills in English.

  • Commitment to life-long learning
  • Competent in the use of Microsoft Application programs.
  • At least 5- 7 years’ experience in Development Sector where at least 3-5 years in Community Accountability, Advocacy, Social Accountability, Good Governance, field Program Design, Monitoring and Sector Coordination in a complex and fragile context, INGO experiences preferably.
  • Need-based field visit at least 30%.

Responsibilities & Context

The Field Advocacy Coordinator – Urban and Rural Cluster holds a critical role in driving cluster wide urban programming advocacy efforts, citywide approach, promoting accountability, fostering good governance practices, and leading impactful campaigns. This position oversees the implementation of World Vision’s social accountability initiatives, local advocacy campaigns, and global campaigns such as ‘ENOUGH’, ensuring alignment with organizational goals and strategies. The incumbent plays a key role in integrating program accountability standards and approaches into various projects, fostering collaboration with stakeholders, and facilitating evidence-based advocacy for policy reform and improved resource allocation.

At the cluster level coordination, collaborates closely with Urban & Rural Cluster teams to ensure the effective integration of advocacy initiatives and program accountability standards into project activities. They provide leadership, technical guidance, and support to cluster staff, facilitating the establishment and maintenance of information provision mechanisms, feedback & complaint response mechanisms, and other accountability processes. Additionally, they work to build the capacity of cluster offices and staff to implement advocacy programs effectively, ensuring alignment with national and global strategies.

By maintaining a strong collaborative relationship with stakeholders at cluster levels, drives forward the organization’s mission to promote good governance, social accountability, and inclusive development practices. Compiled Urban & Rural cluster level advocacy & campaign progress and share with respective authorities in timely manner.

Key Deliverables:

  • Provide leadership, technical guidance, and support to ensure the effective integration of advocacy initiatives within the Cluster level (Urban & Rural Part as well) programs and Projects.
  • Lead to develop urban program advocacy specific guideline, one pager, build capacity of URC program staff on Urban Program Ministry Model and other advocacy issues.
  • Lead and oversee the implementation of World Vision’s Urban and Rural Social Accountability component, including the ‘Citizen Voice and Action’ initiative.
  • Coordinate and support the integration of advocacy, program accountability standards, and approaches into Urban & Rural Cluster working areas, Special & Grant Funded Projects, and advocacy campaigns.
  • Facilitate evidence-based advocacy efforts to influence policy formulation and implementation, particularly related to accountability, good governance, youth empowerment and GEDSI/GESI.
  • Establish and maintain effective information provision mechanisms and feedback & complaint response mechanisms within the cluster and its working areas.
  • Collaborate with Policy Makers, Government agencies, local authorities, media outlets, and like-minded organizations to advance advocacy objectives and promote good governance practices.
  • Ensure that all relevant offices and staff members have the necessary capacity and resources to implement advocacy programs effectively, aligned with cluster and national strategies.
  • Manage the CVA Global database to generate evidence and enhance organizational positioning in the field of social accountability and good governance.
  • Lead to form/reform Urban child protection CACUS, Monitor and track progress on advocacy initiatives, dialogue with stakeholders.
  • Provide oversight and leadership in integrating Program Accountability Standards into various projects, including during humanitarian emergencies.
  • Liaison with GO/NGO stakeholders including national parliament, secretariat, City Corporation and other government administration.
